.The result of Membership Verification declared on 09.12.2016:

 .

We extend our sincere gratitude and thanks to all executives for their vote & support in the recently concluded Membership Verification. We congratulate you for ensuring 19 SSAs WIN (out of 20) in Bihar Circle and 18 Circles WIN (out of 31) in All India to the AIBSNLEA (supported by AIGETOA & AITEEA). It's a time to celebrate the victory in a grand manner along with our colleagues & friends. We also request every one of us to move together in day to day work along with alliance partner associations to consolidate our unity & strength.

 

It's a great achievement on your part that only AIBSNLEA (Supported by AIGETOA & AITEEA) crossed the bench mark of Majority Association i.e. 35% of total votes in Bihar Circle. AIBSNLEA finally bagged 488 votes i.e. 54.46% of total votes and stood FIRST IN BIHAR CIRCLE. The second place was held by SNEA by getting 302 votes i.e. 33.71% of total votes.

The BSNL Board Meeting is scheduled for 23rd November 2016. We  are in constant touch that the modification in SDE RRs (which is already passed by the Management Committee) will be passed by BSNL Board in this meeting. It will pave the way of issue of Promotion order of the LDCE passsed candidtaes in SDE(T) Cadre.

.Congrats.. Transfer order of TDM Motihari issued by Bihar Circle:

The transfer order of TDM Motihari has been issued by the Bihar Circle on the untirring efforts and liasioning of AIGETOA Bihar in association with AIBSNLEA & others. The AIGETOA & AIBSNLEA has committed to the executives of Motihari in their visit to SSA that the biassed attituted of TDM Motihari will not be tolerated further and we will ensure his change of place from Motihari through Patna. Sri Wasi Ahmad CS-AIGETOA & Sri Krishan Kumar CS-AIBSNLEA made multi directional efforts and finally the transfer order issued on 16-Nov'2016. We congratulate the Executives of Motihari for their solidatory with us in the fight against injustice. Now, its our turn to pay back the BSNL in same coin and ensure speedy growth of Motihari in terms of services and revenue and work extra to compansate the losses incurred due to wrong decision and management by the TDM Motihari.

The Lunch Hour Demonstartion was held on the call of United Forum of Executives Association comprising of AIGETOA & AIBSNLEA, which has served a notice to CMD BSNL against delay in disposal of various cases slapped against Ex. General Secretary Shri R.P. Shahu and victimization thereof and non-settlement of genuine grievances.

.Mass dharna at Motihari SSA by all Associations & Unions:

 .

The members of all associations and unions of Motihari SSA are up against negative and biased attitude of Sri Shakar Bari TDM Motihari towards development of the SSA. They are protesting with Mass Dharna at SSA HQ of Motihari for immediate transfer of the TDM. The whole matter was briefed by Sri Narottam Mishra DS-AIGETOA to Sri Wasi Ahmad, CS-AIGETOA at Patna.

Thereafter, a meeting of the Circle Secretaries of all associations and unions was held at 4:30 pm yesterday at Circle Office Patna. The situation was analyzed and it was agreed that the attitude and working style of the present TDM Motihari is unprofessional and negative towards growth of the SSA. He has failed to implement any system in place for the day to day operational works of the SSA. This is creating severe hardship to the executives in maintaining the Telecom Services in the SSA, causing adverse remarks from various Public Representatives as widely circulated. He has already created many troubles during his stint as TDM Bettiah SSA also.

Hence, it was decided that a delegation of Circle Secretaries of all Associations and Unions will meet to the CGMT Bihar on 15th Oct’2016 and demand immediate transfer of Mr. Shahkar Bari from TDM Motihari and it will also be requested that he should not be posted further anywhere as SSA Head considering his past record.

.Update on Pay Scale issues of E2-E3 for JTO-SDE equivalent:

 .

VP, OS (HQ) of AIGETOA along with GS and AGS AIBSNLEA met with the concerned officers of DoT in connection with the revision of IDA Pay scales of BSNL executives. It is understood that proposal of BSNL for replacement of Pay Scales  is under active positive consideration w.e.f. from 01.01.2007. It is also learnt that said proposal  is not being referred to  DPE for concurrence. Hence it is expected that Presidential orders may be issued by DoT itself after the approval of the competent authority.

Further, VP(HQ), OS (HQ) of AIGETOA CHQ  alongwith GS, AGS (C/E/Arch/TF) of AIBSNLEA met with Member (S) Shri R.K. Mishra and greeted him on assuming the office of Member (S), Telecom Commission. We requested him for transferring of assets from DoT to BSNL and releasing payments towards rent of BSNL Quarters, which are occupied by DoT Officers. Similarly, the issue of reimbursement of salary paid to BSNL employees serving in the TERM Cell of DoT was also discussed. Member (S) assured to look into the matter.

This is to congratulate you, the staff, the officers, entire BSNL community and our fellow citizens of this country on the 17th anniversary and Foundation Day of BSNL. BSNL was came into reality on 1st Oct' 2000 by the then Govt of India for the welfare of the society and our country. We have used these years tremendously to define the BSNL, connect to new partners and provide telecom presence to whole India, increased opportunities to learn, share and collaborate. We are all proud to work here at BSNL. Best wishes for many years to come.

Congratulations from all of us for a wonderful journey of 16 years. We hope our firm reaches to new heights in the coming days. We wish you all the best on this "BSNL DAY".

.GS Meeting with Director(HR), BSNL Board:

 .

GS Shri Ravi Shil Verma along with VP shri Badri Kumar Mehta met Director HR and thanked her for the efforts with regard to SAB. We told her that though the beginning has been done...its the first step only. As per the proposal, the increase in quantum is due as actuarial analysis is over and quantum of PRMB has been quantified as 3 percent and henceforth balance 9 percent should be extended to the Direct Recruits of BSNL. We told her that while BSNL does not have any problem in giving freebies like PLI which costs much more than our benefits while the course of action should be that retirement benefits should be covered in totality before extending such freebies and perks. Dir (HR) assured to look into the same..She told let this process be initiated and then she will definitely consider that also.

 .

We also informed her about the status of the Pay Scale Proposal. We once again reemphasised her that our Aim should be to replace the scales E1-A and E-2 A with E2 and E3 and accordingly it should be done on priority. We told her that though Internal Finance cell of DoT has cleared the whole proposal and major hurdle in this respect has been cleared, if still at any point of time any hitch is felt on that, the initial scales should be prioritised. We categorically told that for AIGETOA, only priority is replacement of non standard pay scales with promotions as per EPP. Upgradation of subsequent scale is a non issue for us and hence proposal should not be derailed because of that.We also informed that the merger of Sr SDE and SDE scales i.e. merger of E2-A and E-3 is acceptable to DoT also and others are also now coming on terms with it.

 .

Director HR told us to keep pursuing with DoT and in the meanwhile BSNL shall also be following this on priority. She has sent a DO also wherein the unrest prevailing in BSNL because of this has been communicated to DoT. She told that further necessary actions as per requirement shall be taken.

.Update on the end of 3rd stage Program of DLHF by UFBEA:

 .

Status on Standard Pay Scale of E2-E3:

A DO Letter has been issued from BSNL to DoT for expediting the proposal of Pay Scales. Earlier, the GS has a detailed discussion on the pay issue with Addl Sec, DoT, New Delhi.

Superannuation Benefits for BSNL Recruits:

Presidential Order for Superannuation Benefit for the BSNL Recruiters has been issued today by DoT. It’s a remarkable achievement as AIGETOA has single handily highlighted this issue since its inception by 2nd PRC from 01-01-2007.

Status on CPSU Cadre Hierarchy:

On CPSU, GM (Pers) shall be issuing a revised proposal on 3rd October and a meeting with United Forum will be  held on 5th October 2016.

 .

The achievement of this series of movement is the reality of SAB for BSNL recruits (Which we left half way mark in May'16), although it is of meager amount but it will be further enhanced and DoE will also be revised to 01-01-2007. Also, the half way journey on pay scale could be achieved by clearing the proposal from internal Finance wing of DoT, which has earlier rejected the proposal.

 .

Definitely, the result is not on our expected line but we can have satisfaction that we moved ahead further on all these issue and a ray of hope is in sight towards their complete resolution. A follow up with DoT will continue for approval of the scale file. Then it will be taken up with DPE for its concurrence, so that DoT can issue presidential order. Definitely, seeing the past experience, it's not going to be an easy task but we are vigilant. The hunger fast has ended as per program of the notice. But, we will have to be in ready mode as if the things didn't materialized in coming days on expected line, then we all have to further intensify the agitation.
 .

So, on this note, AIGETOA express sincere thanks to all our fellow BSNL recruited colleagues and other executives who supported the call and participated at different levels. We do assure all of you that we will not allow to waste your sacrifice in this fight. We will come out as winner after clearing all the obstacles in the path very soon as we all did for SAB. It is requested that all remaining, who couldn't contribute in this agitation should introspect and suggest the measures if any to strengthen their SSA/Unit for a better future display of Solidarity for any fight for our rights.

.GS informed CMD about death of Sri Atul Beohar, a DR JTO:

 .

GS informed CMD BSNL about the tragic death of Shri Atul Beohar SDE MSC Bhopal and requested him to consider the Death Relief Scheme, Term Insurance and enhancing the quantum of Superannuation Benefit on Priority. GS expressed the restlessness prevailing in the minds of all the Direct Recruits in view of the recent tragic instances of untimely deaths of three DRs last fortnight. GS requested CMD to ensure a rugged social security scheme for all the Direct Recruits of BSNL.

 .

CMD BSNL conveyed his heartfelt condolences and assured GS that he will look into the issues submitted by AIGETOA in this regard.

 .

GM SR has sought detailed proposal on Death Relief Scheme & Term Insurance frm AIGETOA.

 .

AIGETOA shall be submitting the same in the coming week.

.Update on proposal of BSNL on standard Pay Scale at DoT:

 .

The proposal of scale upgradation by BSNL has been cleared by internal Finance of DoT with directions to seek the concurrence of DPE before extending presidential approval.

 .

A major hurdle has been cleared as DPE will not object in giving its concurrence because the proposal is in line with DPE guidelines on standard pay scales. However, work is still half done..so please maximise the participation.

 .

The proposal shall be sent to DPE after approval from Secretary DoT.

 .

Dear members, the proposal may have cleared a major milestone but still a lot is to be done. The movement of proposal till date is result of the efforts taken in this direction with your faith and support. However, Herculean efforts are required to keep things in positive direction which is possible only with your full support and active participation.

 .

We are very near to the goal but now the final punch is required and for that hundred percent faith and support is required from you all. So instead of being complacent, we request you to participate whole heartedly in the organisational action program and ensure its complete success.

.2nd day of Day Long Hunger Fast implemented across the country:

 .

The Day Long Hunger Fast at BSNL CO/Circle/SSA HQs has been implemented with grand success on second day across the country. As per the reports, participation in the second day of hunger fast from all over the Bihar Circle is more encouraging. Our executives fraternity participated with huge enthusiasm and determination to settle the issues without anymore delay. Since DoT decision in this regard is very crucial, we have to intensify the agitation for third day (29-Sep'16) with maximum participation. Our unity and participation on third day may decide our long awaited demand of Standard Pay Scale for JTO/SDE equivalent.

Bihar Circle has endorsed letter to all SSAs/Units to send the training particulars of all Employees governed under EPF Scheme and they were not provided EPF for pre-induction training period. This has happened due to continuous pursuasion by AIGETOA. All DS should arrnage the data at the earliest for compilation and deposit to your EPF Account by Circle.

.Pre-induction training by LICE qualified for JTO(T):

 .

Sri Wasi Ahmad CS-AIGETOA, Sri Krishna Kumar CS-AIBSNLEA & Sri Vijay Kumar CS-SNATTA met to the CGMT Bihar Circle and demanded immediate release of final list as well as relieving letter by Bihar Circle for JEs (TTA) for the pre-induction training of JTO(T). The CGMT was kind enough and immediately instructed the GM(HR/Admin) to issue the order by today itself. The order was releasedby by evening of the same day. We thank to the CGMT, GM(HR/A) and the entire recruitement team for the cooperation extended in this regard. The timely intervention of AIGETOA ensured the released of the order.

Bihar Circle issued reminder letters to pending SSAs, Mobile, ETP, ETR and T&D Circle to send the required documents of the JTOs of their units for issue of their confirmation in JTO(T) Cadre on demand of AIGETOA Bihar. We are fighting for this issue since long time. Circle offcie also issued letter on many occasions to SSA/Units but they are not sending the required documents. Now all DS are requested to pursue for the same and ensure to send the follwoing documents of all executives who's name figure in the attahced letters. The documents required for confirmation are VC, APR (Annula Property Return) & Special Report.

.AIGETOA recieved draft of CPSU Proposal by BSNL:

 .

The BSNL Corporate office has issued a copy of CPSU draft proposalof BSNL Management to the General Secretary of AIGETOA for its suggestions and comments along with AIBSNLEA & SNEA. It's one of the core demand started by AIGETOA since its inception in BSNL in 2006, when other associations were not knowing even basic concep of CPSU. Our attitude and demand forced all associations to accept it and raise their voice also for CPSU. We are torch bearer of this demand and we will not sit idle till its complete and true implementation in BSNL. Although the inital draft proposal circulated by BSNL is not in line and we are studying the report. A suitable and corrected reply will be submitted to BSNL HQ on the proposal soon.

United Forum of BSNL Executive Associations comprising of AIGETOA, AIBSNLEA & SNEA heldlunch hour demonstartion all across the country in support of their demands. Bihar Circle also held a massive demonstartion at Sanchar Parisar Patna on 23-Aug'2016 to lodge their protest against undue delay in settlement of their three core demands Policy.

.AIGETOA, AIBSNLEA & SNEA served notice for agitation:

 .

United Forum of BSNL Executive Associations comprising of AIGETOA, AIBSNLEA & SNEA,  served notice for organizational actions against the inordinate delay in implementation of their long standing demands of standard pay scales of JTO-SDE equivalent, 30% SAB for BSNL Recruited Employees and implementation of CPSU Cadre Hierarchy.

 

Demands:

1. Immediate replacement of intermediary pay scales of E1-A and E2-A by standard pay scales of E2 and E3 for JTO and SDE equivalent cadres w.e.f 01.01.2007 as per the recommendation of the Joint Committee.

2. Extending 30% Superannuation benefit to BSNL recruited Employees as per the recommendation of 2nd PRC.

3. Implementation of CPSU Cadre Hierarchy and first Time Bound Promotion as per the recommendation of Joint committee.

.Dot rejected the proposal of Stand Pay Sclae of E2-E3:

 .

DoT has rejected BSNL proposal of revision of pay scales from E1A, E2A, ---E6 to E2, E3 ---, E7 citing huge financial implications on BSNL and DoT (pension liability). Now there is no option left for us but to resort protest against srbitrary decison. When the recommendation of 2nd PRC has not been implemented in BSNL then one can't think of 3rd PRC. Either it is a matter of standard pay scale of E2-E3 for JTO-SDE equivalent or superannuation benefits for BSNL recruited employees, BSNL has completely failed to ensure implementation of basic rights of an employee provided through 2nd PRC.

 

We are going to serve notice and start protest demanding immediate settlement of standard pay scale of E2-E3 for JTO-SDE equivalent by replacing the intermediary pay scales of E1A and E2A w.e.f 01.01.2007. We are in discussion with AIBSNLEA & SNEA and confident that we all three will start a decisiove & joint battle on the issue of Pay Scale & Superannuation Benefits immediately.

.AIGETOA meeting with Director(HR) at New Delhi on 12-August’2016:

 .

An agenda meeting was held with Director (HR) in presence of all the Heads of the HR vertical i.e. Sr. GM (Pers), GM (Estt), GM (Rectt) and GM (SR) on 12th August'2016 at Corporate Office, New Delhi. Association side was represented by GS, VP (HQ), JS (North) and OS (HQ). The detail status of each issues were discussed and course of action analysed in the meeting. These issues are;

.

1. Clearance of the Standard Pay Scale Proposal from DoT and discussion on Pay-Loss issue of the JTOs recruited after 01.01.2007

2. Clearance of Proposal of Superannuation Benefit by DoT and review of the quantum of the Superannuation Fund vis-�-vis the increase in Financial Performance of BSNL and the scenario post actuarial analysis which was to be done by the committee.

11. Separate recognition and formal representation for the association representing exclusively the third category of executives i.e. direct recruits executives recruited after inception of BSNL.

The details on each issue is updated at our chq website. But one thing very clear that nothing is going to come with ease. Management is very comfortably placed by telling that proposal has been sent to DoT. They are not going to do anything beyond that and till date nothing has been done except doing the paper formalities. We have to make them realise that if really they are sincere on the issue and want to run BSNL, they will have to make extra efforts, they will have to make the presence of the board and directors felt by DoT Just giving assurances will not help. We want action on ground. We all have to increase our level of vigilance and participation. Its time to unite and fight for the cause. GS AIGETOA has spoken with GS SNEA and GS AIBSNLEA also and are planning to launch a unified agitation for the Pay Scale and Superannuation Benefit issue. We are happy that all three of us are realising the value of unity and are willing to come together and fight for the benefit of the executives.

 

Lets us all be prepared for the next struggle and this time we have to raise our voice to a level that it reaches to the corridors of DoT also who are not willing to recognise even the basic and genuine demands...

AIGETOA meeting with CMD BSNL at Patna on 24-Jun’2016:

The joint delegation of AIGETOA & AIBSNLEA met with the CMD BSNL at Circle Office Patna on his second visit to the state on 24-Jun’16. The delegation was comprising of Sri Wasi Ahmad AGS-CHQ & CS-Bihar, Sri Amit Kumar CP, Sri Mukesh Kumar OS(E), Sri Amit Kumar VP, Sri Kumar Amit FS from AIGETOA side and Sri Krishna Kumar CS, Sri Rakesh Kumar FS from AIBSNLEA side. Sri Wasi Ahmad AGS & CS-Bihar submitted a joint memorandum  and drawn the attention of CMD towards early implementation of E2 & E3 scale to JTO/JAO & SDE/AO equivalent with pay parity to post 2K7 batches, framing of rule for implementation of CPSU Cadre Hierarchy, implementation of complete 30% superannuation benefits to BSNL recruited employees, expedite the process of promotion from JTO to SDE through LDCE and Seniority cum Fitness Quota, preparation of SDE seniority list in accordance with the quota defined in SDE RR-2002 for LDCE & SCF, expedite special recruitment drive for JTO under DR Quota for the circles facing long rule-8 waiting list & shortage of executives, early conduction of next LDCE, expedite process for early joining of successful LICE candidates of TTA to JTO in Electrical & Telecom stream. The delegation also discussed issues related with growth & development of BSNL and ways to help it to reach apex of the Telecom Sector.

 

The CMD praised our concern for the department along with our cadre related issues. He appraised that how he got convinced with the arguments of our leaders of UFBEA Sri Ravishil Verma ji & Sri Prahalad Rai ji & others and agreed to send the proposal of E2-E3 with next change of scale on each five year up-to E7 even after resistance from different quarters. He assured to implement Khan Committee Recommendation & look into further in 30% SAB to BSNL recruits and other issues. He also apprised us that BSNL is poised to get an operational profit of more than Rs 2000 Cr in the Financial Year 2015-16. He categorically intimated to the delegates about his firm commitment to turn around the fortune of BSNL and resolve all issues of employees in a phased manner. We thank him for his commitment and assured full cooperation from all employees in general and members of AGETOA & AIBSNLEA in particular for his endeavor to turn around the BSNL.

Bihar Circle wrote each SSA for submission of fifteen (15) column vigilance Proforma and current APR Period ending 31/12/2015 in respect of the JTOs for the purpose of promotion from JTO (T) cadre to SDE(T) cadre against 67% seniority-cum-fitness quota in accordance with the BSNL HQ letter No dated 13/4/2016 & 3/6/2016. All our District Secretaries and memebrs are requested to arrange for sending the VC and APR as per the enclosed list. If the name of any executive missing from the list and he falls within the seniority list of JTO, he should represent with a copy to CS/AIGETOA. The matter must be treated as most urgent.

AIGETOA AGM Day 3, 19th June 2016:

 

On third day, the house has started its business by taking up various agenda items/issues for taking vita l resolutions. Many resolutions were adopted after having thorough discussion by the house. The major resolutions like Allowing all Direct recruited employees to become as member of AIGETOA, Strategies on referendum for majority executive association, Legal case for LDCE-2012, Rule-8 Cases, LDCE vacancies & Postings, Welfare fund etc were taken. Detailed resolutions will be conveyed soon. Further, as decided Shri Ajay Kaswan, VP-I tendered his resignation which was accepted by the House. Shri Ajay Kaswan shall be representing as AGS ( Direct Recruits) in AIBSNLEA CHQ. Another Direct Recruit Shri Dinesh Meghwal shall be acting as advisor in new AIBSNLEA CHQ body.

Shri Panduranga Nayak, JS(South) SNEA spoke about unity among the executive associations. He told that the difference of opinion may exists between associations but, the good proposal which is more logical and beneficial to the BSNL executives will only be the final winner. Shri Venkatesh Murthy, Circle President, SNEA, Karnataka Circle has congratulated AIGETOA for conducting this joint session and expressed that unity among executives will only bring the results.

 

A A Khan, CHQ President, SNEA expressed his happiness to be the part of today's session. He told that he has attended most of AIGETOA major Meetings, it is because of many of known friends are with AIGETOA. Speaking to the house, he expressed that previously some mistakes were done by SNEA like they failed to sense the issues of DRs and now this is the time to set the things right for better resolutions of HR issues in BSNL. He too argued for unity among the associations and hope that unity between associations will be arrived on common issues and felt that joint struggle will only bring the results. He told that, as executive associations we should demand the things which are realistic and feasible things only. He informed that SNEA's fought for constituting 3rdPRC for PSUs. He told that SNEA is committed to fight for at least 6% SAB.

AIGETOA AGM Day 2, 18th June 2016:

 

In the FIRST SESSION, the joint session of AIBSNLEA and AIGETOA was held. The delegates present in the meeting brainstormed on various aspects of referendum process. It was agreed that two Direct Recruits nominated by AIGETOA shall become the part of AIBSNLEA CHQ. Further, it was also agreed that if AIBSNLEA has made any direct recruit its member after the signing of MoU, they shall be asked to join AIGETOA immediately without fail as there is need for synergy between the two associations and member poaching in any direct or indirect way should not be entertained. It was also decided that one co-ordination committee consisting of five members from each side will be formed which will deliberate on the need for the future course and the way forward. Suggestions by some members from both side to merge both the association was politely turned down.

 

SECOND SESSION of the second day of AIC started thereafter. AGS AIGETOA presented the Anuual report of the Association and the activities done since last one year. All the circle secretaries presented their Annual CS reports.

 

House thereafter honored circle's and individual leaders who contributed their best towards AIGETOA.

 

a) Andhra Pradesh Circle for Highest paid members,

 

b) Karnataka for Rule -8 Transfers,

 

c) UP East for increase in paid members.

 

d) Shri Sailash Yadav & Shri Ajay Kaswan for outstanding contribution towards Society activities.

 

e) Shri Badri Mehta for contribution towards 30% SAB issue persuasion at BSNL CO.

 

f) To our beloved leader Shri R P Shahuji for his visionary views on issues like std pay scales, 30% SAB and CPSU hierarchy to the limelight of all the associations and BSNL management.

 

Shri Ravi Shil Verma, All India President, CHQ briefed about the latest status of Pay standard scale, 30% SAB, CPSU cadre hierarchy and other HR issues. He also took note of some issues in Coordination between AIBSNLEA & AIGETOA with few circles like Chennai, Punjab, UP East. He assured to take this matter with GS AIBSNEA for smooth cooperation between two associations. He warned that, we will have to ensure the winning of our team as to finish the MT and DGM ghosts forever. He also informed that resolution of the MT issue depends on which group wins the referendum.

 

Shri Amit Roy, AGS, HQ presented his key note address and Annual Report to the house. In his address he explained about PPP (Pay Pension & Promotion) issues and their importance to the employee. He told that it is AIGETOA who brought these PPP issue to the lime light of BSNL management through our long struggle since 2009. The House has unanimously passed General Secretary�s annual report for his tenure.

 

Shri Y Jharwal, CHQ, Finance Secretary Submitted his Audited Annual Finance Report up the year 2015-16 and this was unanimously passed by house. Many circle secretaries submitted original copies of their Circle External Audit report to the FS,CHQ.

 

Finally the Closing remarks from outgoing CHQ body was given by Shri Ravi Shil verma and appealed the house to elect good CHQ team to carry ahead the Pending major HR issues. Thereafter the existing CHQ was dissolved.



Election of New CHQ body:

 

The total election of new CHQ office bearers of AIGETOA was done as per the constitution of AIGETOA for which Shri Chandran Thomas and Shri Srinvias, ACS, Karanakata Circle acted as Returning officers. Elections were done after following the due process stipulated as per AIGETOA Constitution.

 

All the posts of office bearers elected unanimously by the collegium except for the post of AGS-II Shri Laxman Banoth, AP Circle, Shri Ravi Shil Verma, New Delhi and Shri Yogendra Jharwal, Jaipur were unanimously elected as All India President, General Secretary and Finance secretary respectively. .Management Committee approved E2-E3 Scale for JTO-SDE:

 .

Management Committee of BSNL Board today approved proposal for replacement of scales of E-1A by E-2, E-2A by E-3 and there after E-3 by E-4, E-4 by E-5, E-5 by E-6 and E-6 by E-7. The promotions to the next scale shall be after a span of Five Years as per the EPP. The above proposal approved by Management Committee of BSNL will now be sent to DoT directly for approval instead of BSNL Board. The assurance given by CMD BSNL is honoured. We are extremely thankful to CMD BSNL, Director (HR) and HR team of BSNL Corporate Office to get the approval of BSNL MC and now sending to DoT for approval.

.Deferment of Organization action by United Forum:

 .

Congratulations to all the members and supporters of United Forum of AIBSNLEA and AIGETOA !!!!! We hereby congratulate all the rank and file of United Forum for their dedicated support and participation in the organizational action program. This is only the first step achieved and we have miles to go. We have been able to convince the management about the legitimacy of our demands and the firm timelines for resolutions have been committed. Despite the several negative forces running every nuke and corner to derail the resolution of issues and doing all sort of propaganda to just achieve their only one objective i.e. of membership verification. No doubt, Membership verification is the solution to this leg pulling approach by the overzealous corners but the same should not have been at the cost of derailing and sabotaging the issues by their unnecessary threats. We welcome them in Ballot Field also. Time will show them their real destiny.

 

Now we request all the members to work sincerely and very hard to take BSNL to the new Heights. To our understanding, Management has already taken the first step towards fulfilling the commitment by approving the Management Committee proposal of replacing the scales from E2 to E7 and we sincerely hope and believe that management will honor all its commitments to keep the employee � employer relationship and industrial harmony at its best. We promise that we shall be keeping a strict vigilance over the issues to prevent any mischief from the overzealous corners.

Discussions were held in a positive environment but remained inconclusive. The talks will continue tomorrow morning.

Congratulations.... Bihar Circle today issued the order of request transfer in the cadre of SDE in accordance with our memorandum submitted to the CGMT and a meeting held in the chamber of CGMT on 23-Feb'2016 with all three associations. A minute of the meeting was also released after the meeting which clearly mentioned to settle all issues in a time bound manner. We are thankful to the Circle Management to listen the grievance of these executives on our serious initiation and efforts since last six months. Today, SR Cell of BSNL HQ released an assurance letter for timebound implenetation of the standard pay scaleof E2-E3 for JTO-SDE equivalent and other HR issues after meeting held beween associations namely AIGETOA, AIBSNLEA & SNEA with Director (HR) separately in the presence of other officers BSNL HQ.

The letter also requested to withdraw the agitaion program called by us. But it has been categorilly informed by AIGETOA & AIBSNLEA leadership to the management that we will not go back without concrete order. We have seen numerous assurance in the past and breach of trustby the management.

.Meeting of AIGETOA & AIBSNLEA with Dir(HR) on 11-May'16:

 .

Today, Director (HR) held a meeting with the representatives of United Forum of AIBSNLEA & AIGETOA in response to the agitation call and to discuss the demands. GS, FS and President, OS, AIGETOA with some other office bearers attended the meeting. From management side GM (Pers), GM (SR), Addl. GM (SR), Jt. GM(Pers), DGM (Estt) and OSD to Director (HR) were present. Director (HR) welcomed all the representatives and explained that BSNL has done well in this financial year with the support and involvement of all the employees and now any agitation may hamper the growth of BSNL. Management is trying to resolve the demands raised by the United Forum but it needs time to understand and decide the issues. We extended thanks to Director (HR) for arranging a meeting to discuss our demands and mentioned that we are also equally concern for the viability of BSNL but our long pending genuine HR issues needs resolution. Hereafter the discussion on demands took place as follows:

Immediate implementation of the recommendation of the committee headed by Sh. M. A. Khan, ED (NB) on standard E2 & E3 scales for JTO & SDE Equivalent executives.
Director (HR) after detail discussions mentioned that Management has decided to communicate the administrative decision to implement the recommendation of the Committee headed by Sh. M.A. Khan, ED(NB) on Standard E-2 and E-3 Pay Scales for JTO & SDE equivalent executives. She further informed that anomalies if any shall be dealt separately but as of now management is moving ahead with replacement of scales as demanded by United Forum of AIBSNLEA and AIGETOA. We told that we expect a positive outcome on the issue when all the stake holders have agreed in unison for replacing the scales.
Implementation of Khan Committee recommendations on CPSU Hierarchy:

Director (HR) informed that Personnel cell is seeking two months time to implement the same which was out rightly rejected by us. We told that already several timelines have been given in past and even in the CMD BSNL meeting held on 14.12.2015. It was assured by CMD BSNL to implement Khan Committee report on both the above issues i.e. standard E2 & E3 scales for JTO & SDE Equivalent executives & CPSU Hierarchy before 26th Jan-2016 but none has been honoured even after lapse of five months period. So we require now orders and not mere assurances as our people are not willing to wait anymore. We told them nothing is impossible and if personnel section makes some extra effort, final resolution requires just one/two weeks� time. Director (HR) told that she will arrange to convey administrative approval in principle for the implementation of Khan Committee Recommendations in regard to CPSU Hierarchy. All JTOs who have completed five years of regular service in the JTO grade after completion of training may apply to their recruiting Circle for refund of the security amount of Rs 5000 deposited at the time of joining in the cadre. The application has to be addressed to the Circle where the amount has been deposited at the time joining. In case of candidates who have deposited security other than Bihar Circle, the application will be forwarded to that circle through proper channel. .BSNL Board approved 3% Superannuation Benefits for BSNL recruits:

 .

As the issue has been lingering on since very long, it was very necessary to put the system in place. As discussed with management, the rate will be reviewed after doing actuarial valuation (not actual valuation as claimed by some) within short period. We sincerely believe that rate will be enhanced as committed by management to United Forum of AIBSNLEA & AIGETOA.

Some forces were actively involved to derail this ongoing process by threatening and doing nothing. Still the better sense has prevailed and bsnl board has taken decision to implement the Superannuation Benefit. But our job is yet not over. Some questions which we have put to management has yet not been answered like in which fund 13.8 percent as claimed by finance wing is going in. We have requested management to inform us regarding that fund and its name. We have requested them that please contribute 10 percent of that so called 13.8 percent in superannuation fund as right to live with dignity after retirement is more important. We have to take the fight further as the date of implementation is also to be revised.

To win your rightful due, you have to put your facts and figures with logic as mere lip sinking, making tall claims and boasting on the website do not resolve issue. For resolution, you have to give your heart, soul and mind which we are doing and in coming days, time and results will prove it. we have to remain united to fight and defeat the purpose of the negative elements and credit mongers till our demands are met.

.Lunch Hour Demonstartion held across the country on 3-May'16:

 .

Lunch hour demonstration was held successfully across the Bihar as per Trade Union Notice served by United Forum of Executive Association comprising of AIGETOA & AIBSNLEA. A large gathering of around 150 executives attended the lunch hour demonstration at Sanchar Sadan, Circle Office Patna on 3-May'2016. The demonstration was lead by Sri Mukesh Kumar OS(CHQ), Sri Amit Kumar CP, Sri Prakash Shanker ACS, Sri Amit Kumar VP, Sri Bishwajeet Kumar VP of AIGETOA, Sri Krishna Kumar CS-AIBSNLEA, differenet Circle/ District Body members of both the association and a large number of executives irrespective of their affiliation to any association. It has been also reported that the Lunch hour demonstration was held successfully at all other SSA HQ also. All executives participated and showed their anguish and resentment to the bsnl management against non-resolution of their vital Pay & HR issues. .Update on meeting with Dir(HR) on Standard scale of E2-E3 for JTO-SDE:

As decided, joint meeting chaired by Director(HR) to discuss the implementation of E2 & E3 scales in place of E1A & E2A was held on 26.04.2016. The meeting was attended by GM (Estt), GM (Rectt), DGM (Pers), DGM (Estt), OSD to Director (HR) from management side and President AIGETOA, AGS AIGETOA,OS AIGETOA, GS AIBSNLEA, FS AIBSNLEA, AGS AIBSNLEA, GS SNEA, President SNEA & OS-SNEA from association side. The KHAN COMMITTEE RECOMMENDATIONs pertaining to implementation of standard E2 and E3 pay scales were discussed in detail. AIGETOA & AIBSNELA emphasized that Khan committee recommendations pertains to the replacement of non-standard E1A and E2A scales with standard E2 and E3 respectively and management should consider implementing this recommendation in true and letter spirit i.e. implementing the standard pay scales E2 and E3 as replacement of E1A and E2A w.e.f. 01.01.2007. The subsequent repercussions can be taken care off and resolved in consultation with all the stake holders as and when they arise which is normally the procedure while implementing PRC recommendations. The scales needs to be replaced immediately as the 3rd PRC is shortly going to be constituted. In continuation of our meeting with CGMT on 23-Feb'2016 where relieving of the transferred SDEs & DETs was one of the major demand, Bihar Circle today issued relieving of all six SDEs and five DETs to their parent Circle against their transfer order of BSNL HQ, New Delhi. We extend our sincere thanks to the CGMT & GM(HR/A) Bihar Circle for the order. We congratulate all eleven executives to get their request fulfilled by Bihar Circle.

President AIGETOA and AGS AIGETOA today met Director (HR) and discussed the issues. We apprised her about the resentment growing into the minds of the executives of BSNL due to continued delay by HR managers on the settlement of the pending HR issues and non-implementation of Khan Committee Report on CPSU Cadre Hierarchy and implementation of E2 and E3 pay scales. Director (HR) appreciated the concern and clarified that matter has been discussed with CMD BSNL and on that basis very soon decision is to be taken on implementation of E2 and E3 Pay scale.

.Declaration Form for UAN tagging for officials under ERP:

Bihar Circle issued letter regarding sending a Declaration form by each officials governed by EPF and whose EPF Account transferred from SSA to Circle (under EPF Code BR/PAT/8144) for tagging the account with his UAN and transfer of the fund from previous account to new account. The letter was well circulated and intimated to all by us also but only few SSA has responded and sent the filled/signed form. So, all District Secretaries and members are requested to send these details to complete your formality of migration of EPF Account from previous to new code. The delay may be a loss to your personal account as well as create hurdle in future.

There is a joint declaration form by the employee and employer for the correction of any wrong entry made in your EPF account like DoB, DoS etc. The joint declaration form has to be signed by both employee & employer and submitted to your concerned EPF Office along with supporting documents for correction in the EPF Account. Most of the officials of Munger SSA has wrong DoB entry. They should get it corrected at the earliest.

As per our demand for settlement of request transfer cases & subsequent meeting with CGMT on 23-Feb'2016, a minute was released to addressed all outstanding issues. In line with the minutes of the meeting, Bihar Circle is issuing different letters to all SSA/Unit Heads for compliance of documents required for necessary orders of confirmation, request transfer, EPF, Rule-8 cases etc. All our District Secretaries and members are requested to arrange to send the same in time for benefits of our fellow colleagues to resolve long pending issues.

All India Provisional SDE Seniority list released by BSNL HQ:

 .

It is understood that the BSNL HQ has finalised All India Provisional SDE Seniority List. The list has been prepared on the basis of date of joining and comprising of the SDE joined through "Seniority cum fitness Promotion Quota" & "Competitive LDCE Quota" for the SDE Vacancy Year 2001-02, 2002-03, 2003-04, 2004-05, 2005-06.

One of our sister association who claim to be the messiah of DRs is putting stumbling block in the path of our pay & promotion very smartly. One side they connivance with management and degrade JTO Cadre by agreeing to pass JTO RR withE1 scale & lowered qualification to regularise about 1800 officiating JTOs (DoT period) on the cost of about 12000 DR JTOs (2001, 2002, 2005, 2007, 2008, 2010, 2013, 2014) but other side they claimto be champion of the cadre. Now, same people conniving with management to deviate Khan Committee report and issuing "new minutes" to bring negative dimensions; instead of forcing management to implement recommendations of Khan Committee Report in the originality. This shows their sinister design to create situation where people are bound to oppose it and the move can become non-starter.

The Khan Committee Report specifically told to convert E1A/E2A scale with standard E2/E3 Scale for JTO/SDE and leave other aspect on BSNL Board wisdom. This was the best scene to resolve decade old issue of non-standard pay scale of JTO/SDE. But some people from management side is again trying to derail the process by bringing new dimension which has already been rejected by the Khan Committee Report at the time of it's recommendation. One of our fellow association is giving hand in glove in this sinister design. But we are committed to implement the Khan Committee Report (E2/E3 fro JTO/SDE equivalent) without adding new dimension which may create future anomaly as created at the time of formation of BSNL by introducing non-standard scale of E1A/E2A for JTO/SDE by same group.

Now, the SDE seniority list with date of joining is going to be another nail in career. While our sister association fighting against some DRs in the Hon'ble HC Kerala for "All India Eligibility List of JTO" but justifying & lobbying to implent same formula in "All India SDE Seniority List" on the basis of date of joining. Is it not a fit case of Moral Bankruptcy? Now, all executives should analysed the deep rooted conspiracy against their pay & promotion by some vested group in BSNL and rise to the occasion to fight against the injustice. The new concept of BSNL to frame SDE Seniority list on date of joining is going to adversely affect the career growth of all BSNL Recruits & LDCE Qualified executives i.e. 2002, 2007, 2012 passed LDCE candidates and subsequent LDCEians, who will be put en-block junior to person who got promoted through Seniority Quota. Now, batches like 2002, 2005, 2007, 2008, 2010, 2013 etc who are eying to go through up-coming LDCE and reach to higher level by occupying respectable seniority in "All India SDE Seniority" may be adversely affected. Their chance to reach DGM/GM level is going to be vanished if the situation is allowed to be continued. They may have to end up at DET level in their career as they will be put in the bottom most through this formula in All India Seniority List......A wake call to all of you.

Status of Court Case – Hon’ble CAT Bench Chandigarh:

 .

The Court case related with promotion in the cadre of SDE/DET/AO/CAO in the Hon’ble CAT Bench Chandigarh came for hearing today on SC/ST Roaster implementation in BSNL. After some arguments the case posted for further hearing to 31st March 2016. During arguments, it is understood that Hon’ble CAT Chandigarh observed that the the judgment pronounced by Hon’ble Supreme Court in the cases of Shri Nagraj and the judgment of Hon’ble High Court Chandigarh in the case of Shri Laxmi Ram may be considered while giving promotion. The hearing on 31-Marc'2016 may bring some final decision in the case.

The United Forum of BSNL Executives Association of AIGETOA & AIBSNLEA's has deferred it's ongoing agitation program for two months after the detailed meeting of representatives of both the associations with the CMD in the presence of Director(HR) & other senior officers and the written assurance & appeal issued from PGM(SR) on behalf of the CMD BSNL. Meeting of AIGETOA-AIBSNLEA with CMD on 11-Dec'15:

 .

The representatives of united forum of BSNL executives association of AIGETOA and AIBSNLEA were invited by Director (HR) to discuss the demands raised in the agitation notice in the presence of PGM (SR), GM (PERS) and Additional GM (SR). GS AIBSNLEA, Advisor (HQ) AIBSNLEA and President AIGETOA, AGS AIGETOA, CS DELHI AIGETOA & Delhi CWC Member AIGETOA attended the meeting on behalf of United Forum. All the demands were discussed in detail but Director (HR) preferred to take the final view by CMD BSNL for resolution of the demands and she immediately arranged a meeting of United Forum with CMD BSNL in his chamber. Further, on the issues, all the demands were discussed in detail with CMD BSNL in the presence of Director (HR) and other officers. CMD appreciated our concern and after detailed discussions he directed directed Director (HR) to give written assurance for settlement of the demands in a time bound manner. The minutes of the meeting will be released on Monday and thereafter United Forum will decide the future course of actions.

 

 

 

Notice by United Forum of AIGETOA & AIBSNLEA for Agitation

United forum of BSNL Executive Association comprising AIGETOA &AIBSNLEA today i.e. on 07.12.2015 served Supplementary Notice to resume organizational action programs which was deferred on 7th July 2015. The agitation notice has been served against the arbitrary notification of MT (SRD) recruitment and non-settlement of long pending HR issues even after the assurances given repeatedly in the formal/informal meetings. BSNL management with an indifferent attitude has notified MT (SRD) recruitment to block the career progression of the young, educated and talented executives of BSNL.

DEMANDS

1.    Immediate withdrawal of External MT recruitment notification (SRD) dated 05.11.2015, scrapping of MT, DGM RRs altogether & implementation of the recommendation of committee headed by ED(NB) on CPSU Cadre Hierarchy in BSNL and standard E2 & E3 scales for JTO, SDE Equivalent executives2. Resolution of various other long pending HR issues like extending 30% Superannuation Benefits to Direct recruits, Pay loss to JTOs/JAOs recruited after 01.01.2007 and other long pending HR issues submitted earlier.

Update on LDCE exam held for JTO to SDE Quota & posting:

AIGETOA offcie bearers comprising of AIP, GS, AGS CHQ and Sri Wasi Ahmad CS Bihar met with the GM(Per) BSNL HQ on 30th Dec'15. In the meeting a detail discussion was also held on the LDCE for JTO to SDE. It was apprised by the GM(Pers) that two case Hon'ble CAT (Chandigarh & Hyderabad) have stayed the declaration of result & posting. The case at Chandigarh is about roaster and Hyderabad case by some dot JTOs to not promote the LDCE Executives (JTO to SDE) before posting of seniority quota by DPC for JTO to SDE.But GM(Pers) categorially assured that the BSNL management is trying its best to vacate the stay at both court and he is confident that the posting will be issued latest by February'2015.

Withdrawl of SDE Look After Arrangement in Bihar Circle:

Bihar Circle has withdrawn SDE look after arrangement of 131 JTOs on expiry of the stipulated period as claimed (technical ground) by the office and order to this effect was issued by CO on 17-Sep'15. But the office is facing difficulty to process the order due to non-availability of APR (Annual Property Return) of some executives. Status of the due 1st IDA upgaradtion in Bihar Circle:

 .

The 1st IDA upgradation of many executives has been issued in Bihar Circle, whose documents were complete in all respect in multi phases. But still the IDA upgradation of many executives is pending. After follow up with HR/Admin Section CO Patna, it has been brought to our notice that the documentation of many executives is still not complete in all respect causing delay in the process. It is to update to all of you that following documents are required for the process of IDA upgradation at Circle Admin level.

  • Annex for IDA Upgradation 15-point filled & signed VC ProformaAnnual Property Return(APR)of the executives
  • APAR of last five year from the due date of upgradation with seen certificate

It was apprised to us that the first three documents of more than 35 executives are available with circle office but out of them only 10-11 cases are in process of DPC for 1st IDA Upgradation whose APAR is available upto 2013-14 with seen certificate. The order will be issued by the end of Sep'15 or latest by 1st week of Oct'2015. But remaining executives IDA upgradation process couldn't be started due incomplete APAR status. An status of APAR available at Circle Office is being attached for your reference. The respective executives in the list are requested to check their status and try to complete their APAR in all respect upto 2014-15(preferably) at the earliest. Those, who do not find their name in the list is meant that their basic document of annex, VC & APR have not been sent by their SSA to Circle. Recruitment of dgm in bsnl from external candidates:

Recruitment of DGM from among the external candidates having Engineering Degree (60%) and post qualification experience with minimum 5 years in a company having turnover of Rs 100 Cr but denying the internal executives having Engineering Degree (up to 80%) along with additional qualification of MTech/MBA and experience more than 12 years in BSNL itself having turnover more than RS 27000 Cr is not at all justified. Even a layman can realize this fact.As per our analysis and information received through internal sources, more than 750 internal candidates have passed the written exam of DGM without any preparation and hardly 2-3 candidates from external are in top 100. Denying the internal talent and recruiting inferior DGM from among external candidates is nothing but simply a scam on cost of our career and compromising the interest of the company. We are not only the employee of this company but also a stake holder. This company is made with the taxes of the public which includes our parents also. Nobody is having authority to employ the officers as per his whims and fancy. There must be parity in eligibility and open competition. Candidates securing higher merit must be given appointment. Internal candidates are always given preference but here in BSNL internal candidates are kept out from the race for DGM recruitment. This is nothing but simply abuse to our qualification, talent and experience.Although, this decision was taken by the earlier board and our present CMD and Director (HR) both have assured to take final call which shall be fair and just. Meeting on this issue is scheduled on 23-09-2015 with Director (HR) where we expect the decision to scrap this discriminatory DGM recruitment which is filled with vested interest and chance of corruption.Meanwhile this association requests every executive who have appeared in the DGM exam held on 20-10-2013 to please represent against this DGM recruitment once again to secure our legal right. this association also request to members to please explore the possibility of legal remedy in line of this representation to take stay on DGM appointment. Congratulation... Recommendation on CPSE hierarchy finalized:

Joint Committee recommendation on CPSE cadre hierarchy and uniform first time bound promotion is finalized on 11-09-2015 and signed by all the associations. As per the recommendations eligibility for all the promotions from one grade to another grade from JTO/JAO onwards will be uniform five years up to DGM on functional basis irrespective of vacancies and after achieving the bench marks and then DGM to SG-JAG time bound upgrdation will be given to those who are not able to get further promotion due to constraints of vacancies. However charge of DGM will be given up to the number of vacancies available in DGM cadre and rest of the executives will be treated DGM in parking lot i.e. they will get the charge of DGM as and when vacancy created without conducting further DPC. To resolve the past anomaly of first time bound upgradtion it is recommended that first promotion will be uniform in 5 years and same will be review notionally without affecting the financial benefits of those who have already got in 4 years. All the association have tried their level best to make eligibility of 4 years for first promotion but Chairman of the committee clearly conveyed that two member of this committee have already given their decent note and CMD has clearly conveyed that on implementation of CPSE cadre hierarchy there should not be any financial implication on company for getting approval from BSNL board. If committee will recommend in 4 years there is high risk that Management Committee itself will drop the recommendations on account of financial implication. This is not the best career policy as per our expectation but still much-much better than existing policy therefore we all should welcome this policy at this point of time and extend heartiest thanks to Chairman of the committee for moving towards resolution of this long pending issue. True copy of recommendations will be uploaded on website after getting signed from two more committee members who have given decent note which is expected on Monday.

Update about declaration of LDCE-2015 Result:

 .

GS AIGETOA, AGS Sh Abhishek Jain and CS Delhi Sh Subhendu inquired about the status of result of LDCE for SDE (T) in the recruitment cell and pers Cell of BSNL CO. AGS Sh Abhishek Jain and CS Delhi Sh Subhendu also had meeting with GM (Rect/Pers) on this issue. It is communicated that preparation of LDCE result is under process and expected to be finished by 30th Sep-2015 but result cannot be declared till the stay granted by some of the CATs in different cases are vacated. GM (Pers) conveyed that although stay is granted in 4-5 cases by the different CATs but stay granted from Chandigarh CAT is prominent in a case of reservation policy in promotions. Chandigarh CAT has asked some detail as directed by the Honorable Supreme Court of India which is required for extending reservation in promotion. BSNL has already submitted partial details as available within the preview of BSNL and rest of the details are to be provided by Government of India because BSNL is following reservation and roster policy as per the guidelines of DOP&T.It is informed that BSNL has already referred this case to ASG for supplying necessary detail. Next hearing of this case is scheduled to be held on 21st Sep-2015 where ASG is expected to appear for submitting necessary detail and counter so that stay can be vacated. GM (Pers) assured to supply the detail of all the cases to this association on Monday so that this association can appeal the applicants and follow the cases for early vacation of stay orders. This association appeals all the executives who are involved in these cases to please rethink and withdraw the stay orders as keeping stay in promotions is not in the interest of anyone including them. Recommendations on CPSE hierarchy is already finalized and expected to be implemented in coming days wherein all the seniority related issues will automatically be finished but till implementation we must not stop the running promotions. If result of this exam declared in schedule time, the next LDCE will happen immediately which will benefits the applicants also.

Friends, the reason of formation of AIGETOA is slowly bearing fruits in terms of the resolution of our basic cadre issues and getting favourable decisions in terms of our due rights. it's a very important phase for HR Policies in BSNL because after a long and sustained struggle; an executive can dream to reach the apex of its career if the policies under consideration will get the approval of BSNL Management and Board. Some of the basic cadre issues which AIGETOA fought with all vigor and energy from so many years in BSNL; may see the light of the day in near future if our suggestions accepted in true sense. The support of all sister associations in our persuasions & fight for the cause as well as cooperation of senior officers on these matter are also appreciable. The valuable leadership of our present CMD and Dir(HR) has given us a hope that the fortune of our HR issues as well BSNL will turn around in the coming days. We are quite hopeful for a final and justified solution for atleast following cadre issues:

  • 30% Superannuation: The management has agreed to increase the contribution from earlier 3% to 6% of "Basic+IDA" from current date in the AIGETOA meeting with Dir(HR) on 3-9-2015. But we are demanding 12% of "Basic+IDA" from 1-10-2000. Standard scale of E2/E3 to JTO/SDE equivalent: The Committee recommended E2/E3 Scale for JTO/SDE equivalent. Now its approval from different stages are the next task.
  • CPSE Cadre hierarchy for time bound functional promotion: The committee draft has agreed for the Time Bound Functional Promotion upto DGM. Now a consensus and its approval in different stages are the next task. .

So, its time to move forward and make strong cohesiveness among ourselves to convert these advantages into final results for all executive in general & DR Executives in special, considering their maximum loss in the run up to fight. On this occasion, we also appeal to the remaining DR Executives to pay their annual membership contribution of Rs 1254/- to AIGETOA directly into the chq account as detailed in the above scroll to strengthen the platform. In adherence to the letter issued by SR cell, AIGETOA had submitted the agenda letter to Director (HR) on 02-09-2015 for discussion in the scheduled time slot for AIGETOA on 03-09-3015. President Sh Ravishil Verma, AGS Sh Amit Roy, CWC member Delhi Sh Vivek, OS Delhi Sh Badri Mehta from Association side and GM (Pers), GM (Estt), GM (SR), DGM (Pers) were present in the meeting. 30% superannuation Benefit:

Director (HR) proposed 6% of Basic+DA for contribution towards pension scheme as a part of 30% superannuation benefit in respect of direct recruits and she mention that as per the earlier committee report date of effect will be from the date of presidential order in this regard. She also mentions that it has never been appraised to her about the demand of AIGETOA for date of effect from Oct-2000. We strongly conveyed that it is wrong to say that AIGETOA has not appraised about the date of effect from Oct-2000. In our every letter and agitation notice all the facts and details about quantum and date of effect both are mentioned very clearly. In fact, Association has written at least five letters to madam herself on this issues when she was working as ED (Finance) and now Director (HR).AIGETOA appreciated the effort and concern of Director (HR) after her joining for resolution of this very genuine and critical issue but at the same time strongly coveys that 6% contribution against 12% due and date of effect from date of presidential order against Oct-2000 is not a fair deal and justice to the direct recruits. Most of the JTO/JAOs have already completed their half of the service and if pension scheme will be implemented from date of presidential order, it will not only be gross injustice to them but also their retired life will be on dark. AIGETOA will further take up this issue with CMD BSNL and request to take decision purely one merit and render justice to the direct recruits on this issue which is nothing but our life after retirement. We understand the difficulty of the BSNL board to make contribution for past arrear which will come around Rs 300 Cr but we are not demanding this amount as on today. BSNL board must agree principally and arrear amount can be contributed in installments say Rs 50 Cr per year or even less or when company earns profit. Rs 300 Cr from the account of the company having turnover in tune of Rs 30000 Cr is not a big amount especially when it saves the retire life of around about 30000 employees. Most importantly BSNL has already deducted this amount from the salary of direct recruits by extending lower pay scale of E1A instead E2 in the name of pension contribution; there is no question of stopping arrear contribution. This association is very much hopeful that our present CMD, Director (HR) and other board of Directors will understand the criticality, merit and necessity of the issue so that issue can be resolved in totality to end the fight for ever.

DGM recruitment from among outside:

Detail discussion on this issue took place and association has clearly conveyed the resentment of the qualified executives of BSNL that they are not at all going to accept any such recruitment which have no merit, framed to satisfy some vested interest on the cost of internal executives and only abuse/hurt our dignity and talent hence demanded to scrap the ongoing process of DGM recruitment from among outside ignoring more qualified and experience internal talent. Association has also demanded to have investigation behind vested interest in making DGM recruitment from among outside. This association is quite sure that some VYAPAM type of scam will come out if it will be investigated with proper agency. Director (HR) was quit convinced with our concern but conveyed that this decision was taken by the earlier board and She is not in the position to declare it wrong without going into the depth of the issue. She wants some more time to study the background of the issue but assured that no injustice will be done on internal candidates. She instructed GM (Pers) to share all the detail behind DGM recruitment and also the court order based on which eligibility of the internal candidates were denied. She wanted to know that whether court has denied or RR made by BSNL itself has denied the eligibility of the internal candidates. if BSNL has not made eligible to internal candidates by putting some specific conditions in RR, what was justification behind such conditions?

One increment to the SDEs promoted through LDCE:

Association has put all the facts and justification on this issue and after having detail discussion Director (HR) seems convinced and instructed GM (Pers) to share complete detail for delay in conducing LDCE-2012 and court order in this regard based on which BSNL has already extended one increment to 124 SDEs qualified through LDCE-2002 in similar case. Director (HR) assured to take decision on merit without any discrimination and injustice. The AIGETOA along with sister associations AIBSNLEA & SNEA met to Shri Anupam Srivastava on 17-Aug'2015 at Patna during his first visit to Bihar after assuming the charge of CMD BSNL. We welcomed our new CMD BSNL Board, Sri Anupam Srivastava with beautiful bouquet of red roses on the occasion. AIGETOA was represented by Sri Wasi Ahmad Circle Sec/Bihar & Sri Mukesh Kumar OS(E)/CHQ.

Sri Wasi Ahmad CS/AIGETOA Bihar expressed sincere thanks to the CMD BSNL for all positive initiatives taken by him for the growth & development of BSNL as well as resolution of long pending HR issues. He appealed to the CMD to ensure that the initiatives should reach to its logical end in a definite time frame. He also raised the issue of slow pace & poor service quality in Bihar Circle due to acute shortage of materials, resources as well as initiatives. The issue of ETR at Patna was also raised by us with CMD & appraised the situation in detail; the hon'ble CMD assured to look into it once again and assured to resolve on merit.o

The CMD BSNL made an appeal to all employees through the associations to take initiatives at grass roots level to regain the lost glory of BSNL by popularizing the various initiatives taken by him e.g. Night free calling, Free National Roaming, NGN Network, One Nation One No etc. He also apprised that they are planning to upgrade all BB Plan with min 2 Mbps speed. He also told that first time BSNL has reported higher port-in than port-out in mobile as well as 2% increases in revenue. After very long struggle by this association singularly and after assuming the charge by our new Director (HR) and then tough instruction to concern cell in our last agenda meeting held on 04-08-2015 finally BSNL CO has issued order for making EPF contribution for training period. It shows that consistent struggle for genuine issues never go to vain. We remember the great words from our Director (HR) in our last agenda meeting that justice should not be denied in pretext of financial position of the company. It is instruction from Director (HR) to HR managers that employees are most voluble assets of the company and every issue of the employees must be addressed on merit and bring the resolution accordingly without keeping in mind the financial position of the company. It is responsibility of the company to arrange money for genuine issues. This association is very much hopeful that these words of Director (HR) will open the door of justice and our all the genuine issues will be resolved on merit.

.Recommendation of Joint Committee for Std Scale E2-E3 for JTO-SDE:

 .

The Joint Committee recommendation of its 3rd meeting held to examine implementation of E2, E3 scales replacing the intermediary pay scales of E1A and E2A has been released. The Committee recommendations are as follows:

  • The standard pay scales for JTO and equivalent grades in replacement of the pre-revised E1A pays scales may be fixed at E2 level in revised scale. Similarly, those of SDE and equivalent grades may be replaced from pre-revised E2A pay scale to E3 in the revised scale.
  • Necessary changes in the EPP may be made, if required, and also the approval of DoT for issues of related pension outgo, gratuity etc., may be sought by concerned wings of BSNL.

Bihar Circle issued transfer of Sri R. K. Singh TDM Begusarai to Mobile Unit at Muzaffarpur. The matter was taken up by Circle Secretaries of all three associations [AIGETOA+AIBSNLEA+SNEA(I)] with the Circle Management due to his arrogant behaviour and negative attitude towards the development of BSNL Begusarai. Sri Y.P.Gupta TDM Khagaria has been given additional charge of Begusarai. Earlier AIGETOA & AIBSNLEA has written to the CGMT for his immediate transfer and later all three CS met to the Circle Administration on 30-Jul'15 on the issue. .Congratulation! Joint Committee recommended E2 fro JTO & E3 for SDE:

 .

Congratulations!!! In today's meeting, the committee has finally decided to extend E2 and E3 in place of E1A and E2A w.e.f. 01.01.2007. Though management side wanted to recommend that Arrears may be given after company comes into profit but due to strong objection from the association side, it was decided that committee will submit its recommendations by incorporating the views of all the members in the report and let the final decision on the arrears payment will be taken by board . Cascading effect was not in the purview of the committee and hence decision on the same was not given. Next meeting is scheduled on 27th July 2015 to discuss the CPSU cadre hierarchy.After the recommendation of the committee, the issue will to go through the Management Committee, BSNL Board and then DoT for issuing presidential directive. The implementation of E2 scale to JTO will increase his/her pay by approximately 3500/-. This will be especially beneficial for 2007 onward & upcoming JTO batches. This will also help us to check further demotion of JTO/JAO as proporsed in new JTO RR (JTO at E1).

Friends, the battle are only half won. We will go all out to ensure that arrears are not dropped at any cost. For the delay on the part of the management, we cannot let the executives suffer.

.Organisational Action Program Deferred by 6-months:

Three days nationwide hunger fast called by the united forum of AIBSNLEA and AIGETOA was observed successfully all over India on first day. Executives from the nook and corner of the country participated actively and shown overwhelming support to make the programs a grand success.

Realizing the gravity and strength of the agitation, four rounds of talks were held with Senior GM (SR), GM (Pers), Director (HR) and CMD BSNL with the representatives of AIBSNLEA and AIGETOA. Considering our demands and acknowledging the genuineness of the issues raised and the subsequent resentment and unrest amongst the executives, BSNL management informed us that they have deferred the internal and external MT exam for six months. We insisted that since the discussion on CPSU hierarchy is going on in the committee headed by ED (NB), any discussion on the requirement of any fast track mechanism within internal candidates should be held thereafter and MT in any form is not acceptable to us. We also pleaded with management to inform the timeline for resolution and progress on other pending HR issues discussed with Director (HR). Director (HR) appreciated our concern and directed Senior GM (SR) to issue a letter in line with the discussions.

Thereafter, CMD BSNL assured that he has been personally monitoring the developments and he is aware of the commitment given by HR wing. He further reaffirmed his commitment for resolution of the NO MT issue raised by the forum and resolution of other HR issues in a time bound manner. He also assured us that an agenda meeting with United Forum shall be held on Monday, the 13th July 2015 for his review of the HR issues. CMD BSNL emphasized on the need for exercising restraint and patience in view of the formalities associated with the matter. He also asked us to concentrate on the viability of the BSNL and making the recently launched schemes popular i.e. free night calling and free roaming and to provide quality services to the customers. We assured our fullest cooperation in his endeavor to turn around BSNL and to achieve its pristine glory.

Sri Ravishil Verma President-AIGETOA, Sri Amit Roy AGS-AIGETOA along with General Secretary & President of AIBSNEA attended all the meetings with the management and also addressed the meeting during hunger fast at BSNL CO, New Delhi. In response to the positive gesture shown by the BSNL management particularly CMD BSNL, forum of AIBSNLEA and AIGETOA has decided to defer the ongoing agitation program for six months.

Although, some break through has been achieved but final outcome is awaited. We sincerely hope that management will honour its commitment for implementation of CPSU cadre hierarchy and resolution of pending HR issues in a time bound manner, failing which we all should keep ourselves ready for resuming the deferred agitation program. At this juncture, we request all the members of AIBSNLEA and AIGETOA and other executives who supported the program, to resume their duties immediately and to concentrate for the growth of BSNL. .Hunger Fast Program successfully implemented across the Bihar:

The call of United Forum of Executives Associations [AIGETOA+AIBSNLEA] of Hunger Fast was successfully implemented on first day across the Bihar Circle. The executives at Patna sat on hunger fast in the Campus of Circle Office, Sanchar Sadan, Patna. The program was implemented in the joint leadership of Sri Wasi ahmad CS/AIGETOA, Sri Mukesh Kumar OS(E)/AIGETOA, Sri Amit Kumar VP/AIGETOA, Sri Prakash Shankar ACS/AIGETOA, Sri Bishwajeet Kumar Sinha AFS/AIGETOA, Sri Krishna Kumar CS/AIBSNLEA. All executives of Telecom & Finance wing whole heartedly partciapated in the program and lodged their strng protest against management. The other particiapants were Sri Anand Kumar, Sri Murtikesh, Sri Shailendra Prasad, Sri Raman Kumar, Sri Rajesh Kumar (CAF), Sri Rajesh Gond, Sri Sudhanshu Shekhar, Sri Sri Ravinda Kumar, Sri Rajesh Kumar, Sri Shashi Kant, Sri Satendra, Sri Mukesh, Sri Kundan and others. The progarm was also succesfully completed in all SSAs inspite of election on the day.

.The result of DGM-External exam held in 2013 declared:

The Result of written examination for DGM recruitment in BSNL held on 20/10/2013 declared. Total 50 candidates out of 106 notified vacancies in telecom Operation and total 9 candidates out of 56 notified vacancies have qualified from among outside candidates. Answer sheet of internal candidates are not processed hence result is not declared citing ineligibility ordered by court of law which is completely wrong and misguiding.

.Committee meeting with executives associations on MT-Issue:

 .

On 30-06-2015 committee meeting on MT issue is held at 10:00 am. General Secretary of AIBSNLEA, AIGETOA, SNEA and AIBSNLOA have participated from association's side. AIBSNLEA, AIGETOA and AIBSNLOA were on the same opinion that MT recruitment must not be done with present notification and need to be withheld. First management should finalize the time bound promotion policy in line with CPSE cadre hierarchy and then must discuss about the any other recruitment if required only at SAG/HAG level Posts. We have also pleaded that all CPSEs make single recruitment of fresh candidates at executive's level and then promote them up to top level by measuring their performance and experience. Same set of promotion policy must be implemented in BSNL. Unfortunately our sister association SNEA (I) conveyed that they are not concerned with external MT recruitment but pleaded that internal MT recruitment must take place on notified date as their members are crossing the age of 50 years. It is well known that present MT RR is having the provision of external and internal both and their seniority is interlinked, there is no possibility of only internal recruitment without scrapping the present MT RR.

From Management side GM (Pers/Rect) advocated the external MT as need for the company to acquire fresh talent in BSNL in other words BSNL is having no talent. He was also in the view that only MT can turn around the company. GM (Pers) has offered that let the exam to be conducted and result may be withheld till the finalization of CPSE cadre hierarchy which was rejected by three association i.e. AIGETOA, AIBSNLEA and AIBSNLOA. It is surprising that GS SNEA against his previous claim of implementation of CPSE cadre hierarchy before 15-08-2015, was of the opinion that MT recruitment in current hierarchy must continue till the implementation of CPSE cadre hierarchy in BSNL because, after the implementation of the CPSE cadre hierarchy all the RRs of SDEs/DEs/DGM level executives will be scrapped hence, our people will not be able to become MT.

Finally GM (Pers) decided to put the opinion of individual representatives along with his own opinion before competent authority for taking final decision. Over all talk is failed and forum of AIBSNLEA and AIGETOA has decided to go with proposed agitation. This is matter of career of back bone cadre i.e. JTO/JAO/SDE/AO of this company and forum is ready for long and serious struggle. This is not the issue of any particular association but it is issue of every executives in BSNL so please this is high time to come forward and be the part of the historic agitation. Participate en-masse in the lunch hour demonstration on 01-07-2015. Let us, defeat the ulterior motive of the management to kill the career prospects of BSNL executives and against non-settlement of the pending HR issues.

.Notice served to PGM Patna for service matters by joint forum:

The joint forum of executive associations of Bihar [AIGETOA+AIBSNLEA+SNEA] served agitational notice to the PGM Patna for service matters. The restoration of service mobile numbers & adjustment of its dues, resolution of EPF issues of BSNL recruit employees of BSNL, availibility of labour through tender/agency, availibility of materials etc were prominenet issues in the notice. The PGM Patna called the meeting of represenattives of all three associations and held a discussion in a positive environment. The PGM Patna agreed to all issues raised by the associations and suitable instructions issued immediately. The adjustment of mobile dues & sending the revised statement of EPF under signature of Sri Arun Kumar DGM were instructed in the meeting itself. Other issues are also assured to resolve in a time frame. The meeting was attended by Circle Secretaries & Dist Sec(PTD) of AIGETOA, AIBSNLEA & SNEA along with other leaders with PGM in the presence of IFA & DGM(Plg) of PTD. .Congratulaion !!!! The new constitution of AIGETOA registered at Haryana:

As per new society act-2012 of Haryana every existing association has to get new registration number and modify their constitution as per model constitution circulated by Haryana Government. AIGETOA applied well in time for the same completing all the formalities, however some so called well wishers of direct recruits in connivance with some part of management tried their level best to derail the process by making multiple false complains to various authorities. Despite of all the hurdles created by such vested interests, new registration number has been allotted and new constitution is approved with untiring effort of our AGS Sh Sailesh Yadav and Ex-CS Punjab Sh Ajay Kaswan under guidance and support of President Sh Ravishil Verma and GS Sh R P Shahu. This association is very much thankful for their effort. .Mass agitation at Gaya SSA deferred after initiation of EPF works:

 .

The mass agitation by BSNL Recruited Employees [Executives+Non-Executives] of Gaya SSA deferred on the assurance of the settlement of EPF Issues and removing all anamolies. The meeting of CS/AIGETOA & CS/AIBSNLEA held with GMTD Gaya and the EPF matter was briefed in detail. The Gaya SSA management strated the reconsilation & correction works immediately. A meeting of DS/AIGETOA, DS/SNATTA, Accounts wing of Gaya SSA held with Asst Commisioner EPFO at Patna with all the revised statements of the EPF. After long deliberation and necessary instruction, EPFO directed the officials to complete the works in a month. Hence the Mass Dharna deferred till further notice from 19June'2015.

.Mass agitation started at Gaya SSA against non-settlement of EPF Issues:

 .

The serious anomaly & mess in EPF Accounts of BSNL Recruited Employees [Executives+Non-Executives] of Gaya SSA has forced them to move on agitational path from 15-June'15 (Mon). The GMTD Gaya completely ignored the issue even after continuous pursuasion by DR JTOs and TTAs of Gaya from last two years. The migration to ERP platform forced the executives to take this fight at the organisational level, otherwise the EPF Account may be transferred with anomaly to Circle Offcie in ERP Module. The GMTD Gaya is known for his prompt action towards operation/maintenance and Sales of Telecom Service but he himself failed to maintained the only social security available from Govt of India to his own BSNL Recruited Employees. This shows one sided approach of the management when it comes to employees related issues causing serious de-motivation & frustation. Association falied to understand that why the management failed to recognise the importance of HR issues of employees, which should be the backbone of a company!!!!!! Sri Wasi Ahmad CS/AIGETOA & Sri Krishna Kumar CS/AIBSNLEA met to the Sr GM(HR/Admin) Circle Office Patna to apprise him the volatile situation at Gaya and adamant behaviour of the GMTD Gaya to resolve the crisis amicably. The forum has also written to the CGMT Bihar Circle to intervene in the matter and resolve it on merit otherwise the associations will be forced to take up the matter with with legal pursuit against the principal employer, which will be an embrassing situation for the department. .Day Long Dharna Deferred on firm commitment of CMD for its Withdrawl:

Congratulations !!! CMD BSNL has recognized the genuineness of the issues raised by the United Forum of BSNL executives’ association. Today in a meeting with AIBSNLEA and AIGETOA, CMD assured that he will take up and ensure withdrawal of MT recruitment in the next board meeting scheduled to be held on 18th June 2015 and resolution of long pending HR issues. CMD BSNL further requested us to defer the ongoing agitation at least till 18th June 2015. .Another meeting with Director(HR) on 8-Jun failed, Dharna will continue:

 .

Today Director (HR) called the representatives of Forum (AIGETOA+AIBSNLEA) for a meeting again. GS AIBSNLEA, FS AIBSNLEA, GS AIGETOA, AIP AIGETOA and AGS AIGETOA attended the meeting in the chamber of Dir (HR). Director (HR) explained that some of the HR issues are already in pipeline and for MT issue it is needed to take BSNL board into confidence before taking any decision. In view of this Director (HR) requested to withdraw the agitation programme. Forum requested Director (HR) for giving concrete time bound, written assurance for the resolution of long pending HR issues and immediate withdrawal of the MT recruitment and in the absence of MT withdrawal, it is not possible for us to withdraw our agitation. Although Director (HR) has shown some positive sign but in absence of any concrete decision, the talk failed further.

This is the matter of our career and dignity, hence Forum has no option but to continue with the proposed agitation. Forum will not withdraw this agitation till unconditional withdrawal of MT and concrete resolution of other HR issues. All executives are requested to join this Mass Dharna on 9-10 Jun'15 and be part of saviour of your career & dignity.

Friends, Forum is fully confident that we will be able stop the unjustified and unwarranted MT recruitment and resolve our long pending HR issues. All the Executives are requested to ensure full participation on 9th and 10th June-2015 to make two days Dharna a grand success and be ready to further intensify the protest.

.Meeting of the Committee headed by ED(NB) with all Executive Associations:

 .

Our GS-AIGETOA, Shri R. P. Shahu attended the committee meeting headed by Shri M.A. Khan, ED (NB) formed by CMD BSNL on HR-Matters. The official side was represented by GM (Estt), GM (EF) and DGM (Pers) along with the ED(NB) and the association side was represented by GS-AIGETOA, GS-AIBSNLEA & GS-SNEA(I), who are members of the committee. Discussion was limited to finalization of standard pay scale as decided on last meeting. Detail discussion took place on financial implication and cascading effect but most of the discussion was repetition of old discussion. Rough calculation on financial implication was presented from management side. All the association representatives unanimously said that in any case BSNL is bound to finalize the standard pay scale in replacement of E1A and E2A which cannot be downgraded hence there is only option to go for E2 and E3 respectively. Chairman of the committee desired the exact and final calculation in the next meeting so that various options can be exercised with or without cascading effect. Committee is heading towards positive direction we hope there will be conclusive decision in next meeting on this issue. Due to leave of Smt Madhu Arora GM (Eastt) in next month the next meeting is scheduled on 07.07.2015.

.Meeting of GS-AIGETOA & GS-AIBSNLEA with CMD on ETR Bihar issues:

 .

GS AIGETOA, FS AIGETOA, CWC Memebr Delhi Sh Subhendu along with GS AIBSNLEA met CMD BSNL and discussed about the ongoing issue in ETR Bihar in respect of DGM (ETR) Shri S.K. Gupta. We have demanded complete investigation on various allegations leveled on DGM ETR and how he has managed for more than 10 years on same post despite continuous complaints against his way of working. CMD told that the issue will be examine in detail after return of Director (HR) in next week, who is in abroad.

We have also put our views on proposed MT recruitment and conveyed the sentiments of executives. It is learnt that some executives associations are telling that proposed MT is need of the company and management must go for the said recruitment. We have stated that this may be the view of some individual and retired representatives who does not have any stake but in general all executives are against this proposed MT recruitment and if BSNL management will go ahead with this recruitment there will be huge industrial unrest. CMD told that he committed to protect the interest of executives as well as company. He would like to have detail discussion on this issue in presence of Director (HR) after his return.

Note: All Executives of ETR Bihar are here by requested to not get de-motivated and work on far footing basis to stregthen the network of ETR Bihar inspite of all constraints. Here we want to assure you that your issue of ETR will not be left and we will finish it to it's logical end. We will not hesitate to start the movement once again if the assurance is not fulfilled in definite time frame.

.Congratulation to One & All for holding successful LHD against MT-Notice:

 .

As reported from all part of the country, Lunch Hour Demonstration against MT and other pending HR issues held on 25th May 2015 was a grand success. This association congratulates one and all for carrying out the call of the forum successfully. It is needless to say that each and every executives of BSNL are direct contrast to this unwarranted MT recruitment but many executives who belong to some other executives association despite of their willingness could not participate in the demonstration due to the lack of direction from their association.Bihar Circle also staged a successful Lunch Hour Demonstration against MT-Notification in Patna and other SSAs. The AIGETOA & AIBSNLEA jointly held a Lunch Hour Demonstration in the campus of Sanchar Sadan at 1:45 Pm on 25-May'2015. About 150 executives of nearby offices participated in the Dharna program. The gathering was addressed by Sri Wasi Ahmad CS-AIGETOA, Shri Krishna Kumar CS-AIBSNLEA and Sri Mukesh Kumar OS(E)-AIGETOA CHQ. The Dharna was presided over by Shri Amit Kumar CP-AIGETOA Bihar.Earlier the signature campaign was carried out in Bihar against MT-Notification from 22-25 May'15 and signature of about 500 executives of Bihar Circle including ETR, ETP, Civil, Elect etc were taken and sent to the CMD-BSNL & other dignitaries.

.Deferment of protest in ETR Bihar by one week on assurance of CMD-BSNL:

 .

Congratulation to the executives of ETR Bihar for staging a united and successful Dharna on 22-May'15 all across the Bihar for your rightful demand for transfer of Shri Sujit Kumat Gupta DGM-ETR Patna. All Executives of ETR Bihar remained away from their work place and staged Dharna outside the building in support of their demand. The non-availability of the officers to attend the fault detoriated the telecom services in Bihar. The poor network conditions were widely reported by different units and agencies whose cognizance was taken by the Hon'ble MoC & IT and CMD. In response to your united protest, the CMD requested on 23-May'15 for deferment of the agitation and give time to resolve the issue. Accordingly, the Forum of Executives Associations of Bihar in consultation with executives of ETR Bihar decided on 23-May'15 to defer the further program by one week on the request of our respected CMD BSNL.

But it was communicated in writing to the CMD/BSNL and all other authority that failure to meet the demand in the prescribed time will force us to move on agitation once again to settle the same.Click here deferment Notice

.Notice for orgnisational protest served to CGM-ETR by Forum of all Assns:

A General Body meeting of all Executives of Sub-region ETR Bihar held on 18.05.2015(Monday) and it was unanimously decided to serve the notice for agitational program to resolve the issue submitted earlier including the transfer of DGM-ETR Patna. Earlier Circle Secretaries of all Associations/Unions of Executives & Non-Executives under the banner of Forum of BSNL Bihar met to the GMM ETR on 13-5-2015 to resolve the crisis in the interest of BSNL Bihar. But the ETR Management failed to take cognizance of the issues even after passage of more than a fortnight and all efforts in this direction to settle the crisis amicably. So, the Forum of All Executive Associations Bihar served notice to the CGM/ETR Kolkata in support of their demand for immediate transfer of Shri Sujit Kumar Gupta, DGM ETR Patna as raised through it's letter dated 30-April'2015. The organisational activities will be as follows:

.The decisions of Joint Committee of HR in its first meeting on 15-May'15:

 .

The Joint Committee reconstituted as per the discussion of BSNL management with "Joint Forum of All Executive Associations" held its first meeting on scheduled date of 15-May'2015. Shri Major Mohd Ashraf Khan, ED(NB) & Chairman of the Joint committee presided over the meeting. All committee members both from management as well as association side attended the meeting except GM(EF). The Chairman briefed the mandate of the committee and told that it will not go beyond the mandate given to it and committee should complete the task within the stipulated period of 3 months and latest by 15.08.2015. Shri R. P.Shahu attended the meeting on behalf of AIGETOA and expalined in detail about the loss and demotivation to the executives due to non-finalization of Pay Scale. The Chairman informed that the committee will deliberate each issue separately one by one. AIGETOA with other assocaions suggested and demanded to discuss and decide on standard pay scales of E2, E3 first. The committee also accepted the idea and agreed to the proposal of AIGETOA. The cascading effect & financial implication on implementation of E2, E3 to E7 and E2, E3 alone will be separately worked out by EF wing by next meeting. Earlier, a general body meeting of ETR Patna was heldon 20-April'2015 on the prevailing situation in ETR Bihar. After deliberation in the meeting, subsequent discussion with other executives of ETR across the Bihar and analysing the factual positions, a letter was written to the CGM-ETR Kolkata for the immediate transfer of DGM-ETR, Bihar on the ground of his unruly & arrognat behaviour, Stay of more than Ten (10) years at Patna etc. The letter was sent to various authorities in BSNL as well as MoC & IT. It has been decided to have a general body meeting of all direct recruit executives to discuss & decide the future course of action in the event of MT-Notification by the BSNL Management. .MT Notification- Zero tolerance to attack on our Dignity, Qualfn & Talent:

So for we are deprived from various financial benefits including pay scale and social security but recruitment of MT in BSNL above already recruited professionally qualified direct recruits having executive experience up to 12 year in BSNL itself is direct attack and abuse to our dignity, qualification and talent. This association has shown the resentment of direct recruit’s executives in year 2008 against the MT recruitment but seems BSNL has very short memory. There are several flaws in internal MT which will be trapped in litigation and we have several apprehension about recruitment of external MT. any recruitment in CPSEs must be well justified and must not be just to protect or abuse some cadre. There is no justification of MT recruitment above already recruited professionally qualified executives in BSNL but it is just to protect the ITS deputation beyond rule and clear abuse to DR executives.

The meeting of the Forum comprising of the General Secretaries of all Associations/Unions held with Secretary DoT at Delhi. The details of the meeting is in attached... Click here for the detailsForum was not in the opinion to have discussion on 30% superannuation benefit for direct recruits assuming this issue is not in the domain of DOT. DOT is not only administrative head of BSNL but also having 100% share. It’s true that 30% superannuation benefits falls under domain of BSNL but this benefit is not independent. It is linked with the lower IDA pay scale finalization of BSNL than MTNL which was finalized by DOT to extend the pensionary benefits. Subrule-23 of Rule-37A of CCS pension rule clearly says that BSNL has to devise it’s own pension scheme for its direct recruits employees. AIGETOA was expecting that convener forum will take up this issue with Secretary DOT in detail but when meeting was just about to sum up GS AIGETOA had to raise this issue independently before secretary DOT. As other constituent of forum except AIBSNLEA did not say any words on this issue and it was the last movement of the meeting this issue could not been heard properly.

.AIGETOA filed writ petition on the finalization of Standard Pay Scale:

 .

AIGETOA filed writ petition seeking direction to BSNL for compliance of mandatory order of DPE for finalization of standard pay scale for JTO and SDE equivalent. If BSNL management is not used to be scolded every time from external agencies like court of law for executing their basic responsibility for which they are being paid from public money then they must finalize the standard pay scale before replying the notice of the court. It is really shameful act of any public company and authority that even after passing of more than 6 years of DPE order and several reminders on the matter they are simply mute and enjoying salary from public money for harassing the employees. Establishment section proposed E1 (16400) pay scale for JTO/JAO. Such proposal can be given by a person only if either he doesn’t know anything about basic service rule. Even a layman having experience of working at the level of General Manager in HR would know that new basic after pay revision cannot be less then (Old Basic + DP + DA) which comes around 19000/- for JTO/JAO equivalent. There is very basic service rule which even peon working in section knows that whenever employees benefits is to be rounded off to standard one it is always next higher and it can never be the next lower. Moreover as 100% DA is neutralized and fresh DA started with changed index the new basic must be fixed in such a way that inflation on old basic can be compensated.

.AIGETOA won EPF Case at Chennai for training period contribution:

 .

Congratulation one and all, Division bench of Honorable High Court of Chennai dismissed the writ appeal of BSNL and pronounced the final order in favor of our arguments on the matter of EPF contribution for the training period which upheld the earlier decision given by EPFO and Single Bench of Honorable High Court of Chennai.

Honorable Court has also pointed out in the operating portion of the order itself that Appellant (BSNL) ought not to have come up with the writ appeals at all. Honorable court was annoyed with the said act of BSNL and wanted to put cost but since the EPFO has teeth in terms of other provisions to teach the lesson to BSNL, has not imposed any cost and leave it to EPFO to proceed further in terms of section 7A.This was made possible only due to the AIGETOA Platform and untiring effort by our Chairman, Legal Committee, Sri Surinder Mahar, who fought the case under patronage of AIGETOA with full vigor & energy. AIGETOA Bihar has written to Circle Management to circulate seniority list of all SDEs instead of a bunch of select executives. The DE look after can be issued from the complete SDE seniority list up-to available vacancies and fulfillment of criteria by the executives. There are more than forty vacancies available in DE Cadre but vigilance has been called for only 31 executives. AIGETOA is part of "Forum of Unions & Associations" for the proposed strike and also signed the strike notice. There should not be any confusion in this regard. All employees of BSNL are requested to fully participate in the forum strike to be held on 21st and 22nd April-2015. The two days "Stay out strike by abstaining from duty will be from 00.00 Hrs of 21/04/2015 to 24.00 Hrs of 22/04/2015. Forum has to conduct demonstration infront of all Circle, SSA HQs and all major stations on both days.

Bihar Circle issued transfer and relieving order of Sri R. Moilly to A.P.Circle under rule-8 as assured by the respected CGMT to the delegates of AIGETOA in our meeting on 8th April'15. AIGETOA extend its thanks and expect from the CGMT that he will keep his words for intra circle request transfer cases and more rule-8 cases also.Now, similiar action is required for request transfer cases of JTO/SDE applied for intra-circle (within the circle) transfer as many cases are pending since long time. Bihar Circle issued APAR Status Report of the JTOs of 2005/2007/2008 batches for confirmation. All Dist Secretaries & concerned officers are requested to go through the status report and ensure submission of APAR of pending period as per the circulated list. So that the works of confirmation in the JTO Cadre can be completed. The seen certificate of each case also needs to be ensured in the APAR. We are determinded to get the confirmation ordered issued with your co-operation. Your little involvement in ensuring the required documents availibility like VC, APR, APAR from SSA to Circle Office will help us in great extent to get the confirmation work done. .AIGETOA Bihar leaders met to the CGMT for redresser of HR & EPF issues:

The leaders of AIGETOA Bihar Sri Wasi Ahmad CS, Sri Amit Kumar CP & Sri Mukesh Kumar OS(E) held an extensive meeting with the CGMT Bihar Circle on various HR & EPF issues of BSNL recruited executives of Bihar Circle. Shri Shiva Lal Singh CGMT-Bihar gave a patience hearing to all issues and discussed each one in detail. The meeting lasted for an hour and several BSNL Development related discussions also figured the meeting. We also invite all BSNL recruit executives and members of AIGETOA Bihar to fill up the above RESPONSE FORM to asses your issues and our performance. Your input will help us to serve you better in the coming days and expedite your problems/issues/grievances with Circle/SSA Administartion at all level. The various issues discussed with the CGMT on 8-April'15 and his responseare as under:1. Intra Circle Request Transfer in JTO/SDE Cadre: He assured us to look into the issue considering our views that the month of April is best suited for the exercise. The cases will be settled to maximum possible extent in accordance with the maintained waiting list along with balancing of the strength of SSA. Some works are already underway and the request cases will be taken along with them in the current month itself. 2. Inter Circle (Rule-8) Request Transfer in JTO Cadre: He assured us that the policy of the circle with 1:1 will continue. He immediately ordered to relieve waiting list No-1 candidate, Sri Raja Moilly Votari JTO, against whom one JTO has arrived under Rule-8. All candidates under Rule-8 are requested to wait for their turn as per waiting list. We have ensured in Bihar Circle that JTOs under R-8 must be relieved as per waiting list and maintained 1:1 ratio as agreed with previous CGMT Bihar. This has smoothened the relieving and many JTOs have benefitted with this policy.3. Affects of ERP implementation on EPF & previous anamolies: It was brought to the knowledge of the CGMT that all BSNL recruited employees are going to suffer dearer after scheduled implementation of ERP in July'15. The salaries of all SSAs are going to be disbursed from Circle Office Patna after ERP implementation. So all EPF governed employees of SSAs are going to have a new EPF Number under Code BR/8144 of Circle Office, Patna. So it will be a great task to transfer all the old account belongings to new account. Further the existing/past anomalies if any will remain unresolved after ERP implementation and transfer with anomalies will cause severe monetary loss to all BSNL recruited employees. The management has not taken this aspect into consideration on ERP implementation.The CGMT got convinced with the problems associated with EPF under ERP implementations. He assured us that an advisory will be issued to all SSAs to resolve the anomaly if any under their SSA and be prepared to shift previous account to new account on implementation of ERP immediately.4. IDA Upgradation of remining executives: The IDA up-gradation of remaining executives have been slowed down due to (i) non-receipt of Annex-1 & 2, VC, APR from SSAs and (ii) non-seen certificates in the APAR in many cases. So the CGMT has requested us to call our fellow members to expedite sending of required documents and provide a seen certificate on their APAR already submitted with circle office. We all should try to get the 1st IDA upgradation works of all 2007 & 2008 batch JTOs completed by May'2015. The co-operation of all of you is required for this exercise on priority.5. Confirmation in the cadre of JTOs: This issue was raised on several occasions by us but we failed to respond when circle started activity to complete this task. The first letter issued in Januray'2015 & reminder issued in March'2015 for sending VC, APR & APAR from SSAs/ETR/ETP to Circle Office, Patna for issuance of Confirmation order. But it is utter surprise that hardly 3-4 SSAs have send the report and we are also sleeping and not forcing the admin/staff section of respective SSAs to send the requisite as demanded by circle office for the works. You all are requested to meet SSA Head in this matter and request him to send the details latest by 20th April'2015. It is also being informed to you to bring in the knowledge of your Circle Secretary Sri Wasi Ahmad (9431200347) about non co-operation from SSA if any (even after your request).5. Stand of AIGETOA Bihar on look after promotion: AIGETOA Bihar has also clarified its stand on the look after arrangement. We have clarified to the CGMT that we are very much concerned with the shortage of officers in the DE ranks and want that circle should issue the DE look after arrangement at the earliest. But at the same time we will not allow any violation of BSNL HQ guidelines and implementation of self imposed condition for the local promotion on one pretext or other. Any intentional debar of BSNL recruit (either in present/future) by imposing the criteria of E-4 scale will be opposed tooth & nail. The Circle should must circulate the circle seniority list of SDE under consideration for look after order in DE and strictly follow the list irrespective of the scale as defined in BSNL HQ instructions.

.DPC Court Case hearing postd to 7-April'15 by Hon'ble HC Ernakulam:

The JTO to SDE Case at Hon'ble Ernakulam Hich Court has been posted to 7th April'2015. It has come to ournotice that the partial hearing was made in the case and now posted on next date for further hearing.

.AIGETOA won EPF Training pd contribution case at Hon'ble Madras High Court:

 .

Today the Hon’ble Madras High Court has dismissed BSNL’s Appeal filed against the order of Single Bench in matter of EPF contribution on Stipend paid during Pre-induction training of all direct recruits.

.

This association has been trying to convince BSNL authorities regarding contribution of EPF for pre-appointment training since year-2005 but same is not considered. Finally this association through it’s representatives had filed the case in EPFO where order was delivered in favor of us. But some vested interest sitting in corporate office on deputation and enjoying various illegal benefits instead of implementing said order, preferred to appeal in Hon’ble High Court of Madras just to put loss to direct recruits. Single bench of Hon’ble High Court Madras also delivered judgment in favor of us but said order was not implemented. During the agitation of this association in Aug-2013, Director (HR) clearly directed GM (Establishment) to implement the said order but GM (Establishment) instead of implementing has directed to pursue the case in double bench of Hon’ble Madras High Court. This association has warned GM (Establishment) regarding huge penalty to be imposed by EPFO with every passing day but he claimed himself to be right for not implementing the said order. Finally this association has decided to defend the case in Hon,ble Madras High Court through one of the applicant Sh Surinder Mahar (Ex-AGS and chairman of legal committee of this association). Now Hon’ble Madras High court has out rightly rejected the appeal of BSNL. As per this order, BSNL will have to pay EPF contribution (i.e. employee's contribution as well as employer’s contribution) along with interest on the amount of stipend paid during pre appointment training. This order is applicable to all direct recruit employees. All the direct recruits will be benefited by about 25-30 thousands. The same GM is handling the case of pay scale and superannuation issue and working on same mentality to put loss to direct recruits. BSNL must not only make EPF contribution along with interest but also must fix the responsibility to this GM and recovery must be made from his personal account. BSNL must also scrutinize such officers posted on deputation but working against the interest of BSNL and it’s employees. All such officers must be immediately sent back to their parent department. This association will ensure that personal responsibility must be fixed to the responsible authority in this case, if need arise this association will file separate case for fixing personal responsibility so that no such vested interest can dare to work against the interest of the company and it’s employees.

The BSNL recruited executives who are working under GM(Mobile) and whoes DDO has has been changed as AO(B&A) Circle Office Patna are facing a number of issues. In this regard it is to inform you all that the matter was discussed by Sri Amit Kumar CP, Sri Wasi Ahmad CS & Sri Bishwajeet Sinha VP-AFS of AIGETOA on 4-March'2015. The matter was taken up with EPF authority at EPFO Patna & current DDO, AO(B&A) and decided as below:[A] The issue of not showing online balance against new EPF number {EPF Code-8144}: It was told by EPFO that it will be visible after reconcillation of financial 2014-15 data in April'2015.[B] The issue of transfer from earlier code to new code {EPF Code-8144}: It will be done by applying Form-13 by individual applicants. The Form-13 duly signed by applicant and employer will be deposited to EPFO Patna. So all DR executives of mobile wing are requested to submit your Form-13 {Filled & signed by you} to Sri Wasi Ahmad CS/Bihar or Sri Amit Kumar CP/Bihar. The filled froms will be deposited at EPFO through our DDOs after observing formalities. It is worth to mention here that the forms collected till 10-March'15 will be handed over to EPFO, so that the EPFO can settle your transfer claim in this March itself to get it visible after reconcillation of their account of 2014-15. So all concerned are requested to adhere the date.

.BSNL HQ issued All India Eligibility List of JTO(T) for Promotion to SDE(T):

Today, BSNL HQ issued Final Eligibility List of JTO(T) to be considered for promotion under Seniority cum Fitness Quota from JTO(T) to SDE(T). The list is on the basis of vacancy year and does not follow 1:1 ration between Departmental JTO & Direct Recruit JTO in accordance with JTO(RR) 2001. This very basis of not framing the list in 1:1 has been challanged in the Hon'ble Keral High Court by the Applicant and the Hon'ble court has stayed the DPC Process for 3-weeks and asked BSNL to submit its reply.Click here for Letter, List-I, List-II, List-III

Today, Sri Wasi Ahmad Circle Secretary, Sri Mukesh Kumar OS(E) & Sri Prakash Shanker ACS(ETR) met to the DGM ETR Patna in follow-up action to our ealier meeting held with GM/ETR & DGM/ETR on 2-Feb'15 for the resolution of EPF Issue, IDA-Upgradation Issue & Timely Salary in ETR Section. Today, the DGM/ETR informed us that the EPF related work for re-calculation of pensionary contribution etc has been completed. The same was shown by the concerned staff also and it was told to us that they are going to send the same to the EPFO Patna on 23-Feb'15. Now we hope that the long pending issue of EPF at ETR will be resolved soon. Further, he intimated that the IDA upgradation works are going and it will be send to the CGMT-ETR for approval soon. We have also requested DMG/ETR to send the VC/APR/APAR of all JTOs of ETR to Bihar Circle immediately for the issue of Confirmation in the JTO(T) Cadre. The issue of difficulties faced by the JTOs/SDEs in the field unit of ETR were also discussed in length. He has assured us to look into the issues faced by officers in the field. All are requested to work in tandem with the requirement of the BSNL but to not invest their salary in the maintenance works.

.Hon'ble HC Kerala stayed JTO to SDE promotion for 3-weeks:

Hon'ble High Court, Kerala has stayed the promotion of JTO to SDE under 67% seniority cum fitness quota by three weeks on the appeal filed by two applicants against the judgment of Hon'ble CAT Ernakulam. The Hon'ble HC has asked BSNL to file reply in 3-weeks time and then hearing will take place after 3-weeks. In the mean time Bihar Circle has completed all documents & assesment sheet with APAR and VC, which will be sent to Corporate office, New Delhi in this week after completion of screening committee works for new APAR of 2010-11 & 2011-12 latest by Friday. The list includes all JTOs of OC/SC upto 2001 batch and all JTOs of ST upto 2005 batch. Out of total 93 cases of Bihar Circle, required APAR (upto 2010-11 & 2011-12) has been recieved for 86 cases and 7 are still pending.

The members of AIGETOA Bihar Circle posted in different wings at Patna participated in the Lunch Hour Demonstration at Circle Office in the campus of Sanchar Sadan, Patna at 13:30 Hrs to observe the call of AIGETOA CHQ against victimisation of our General Secretary and other leaders at MP Circle. About 100 members of AIGETOA participated in todays protest and pledge to fight against all form of injustice and discrimination against the DR fraternity. OA No. 185/2013 regarding inter-se-seniority among Direct Recruit and promoted JTOs dismissed by the Hon'ble CAT Ernakulam (Kerala) on 16-Jan'2015. It is a serious setback for all DR fraternity in general and Kerala colleagues in special, who fought a long legal battle at the Hon'ble Court to get your legitimate due in JTO-Seniority list and so promotion in SDE(T). This case was very important to all our Direct Recruit JTOs out of which many have served more than 11-13 years without their first promotion. A brief of the loss is described as follows for the understanding of our general members.

The seniority list of JTO has to be prepared in 1:1 ratio between departmental JTO and Direct Recruit JTO as per the JTO RR. The last eligibility list of JTOs published by BSNL HQ for considering promotion to the post of SDE(T) under 67% seniority cum fitness quota shows how the DR JTOs have been denied justice by distorting the rule of 1:1 seniority. The list shows how a Departmental JTO joined in 2005/2006 got senior to a Direct Recruit JTO of 2001/2002/2003, without following 1:1 rule. The case at Ernakulam was nothing but to demand a 1:1 seniority in the All India JTO Eligibility List under consideration for promotion and by doing so all remaining JTOs of 2001/2002 batch could have been promoted. Your seniority was improving by 2500 (approx) if the list was prepared in 1:1 fashion. But the biased BSNL management and sister association worked day & night to deny justice to the DR JTOs. It's a time to think and decide about genuine platform, who is real well wisher of DR fraternity and work towards your true welfare. Agitation Program deferred at Darbhanga after withdrawal of Suspension Order:

The agitational Program at Darbhanga has been deferred w.e.f. 27-Dec'2014 after withdrawal of suspension order of all the four executives by the GMTD Darbhanga on the intervention of the Sr. GM(HR/A) & CGMT Bihar Circle. The Circle Secretaries of all three executive associations met to the Sr. GM(HR/A), Circle Office Patna in the F/N of 27-Dec'14 in continuation of the fight started by AIGETOA against the injustice of Addl GM at Darbhanga. They demanded roll back of the suspension order immediately without further delay as the said order of suspension of four executives have been issued on whims & fancy of the Addl GM Darbhanga and it is in contravention of the BSNL CDA Rule and natural justice. We registered our strong protest against the irresponsible behavior of Addl GM Darbhanga, who proceeded on leave after putting the SSA at turmoil. We requested Sr. GM(HR/A) to apprise details to the worthy CGMT and ensure rollback of the suspension order to restore normalcy at SSA immediately in the interest of BSNL. The respected CGMT took cognizance of the situation & acted swiftly to restore normalcy at SSA by ensuring withdrawal of all suspension orders on 27-Dec 2014. So JAC at Darbhanga decided to defer the agitation till further notification subject to fulfillment of issues. The whole issue was handled very boldly & carefully by our Circle Sec, Sri Wasi Ahmad at Circle level, who deserves all praise from us.  .We thank Sr. GM(HR/A) and CGMT Bihar Circle for their timely intervention to resolve the crisis at Darbhanga and ensure justice to all officials of Darbhanga SSA. We also thank all officers and staff of Darbhanga SSA, who shown unity and raised on occasion to fight against injustice. Here, we would like to extend our special thanks to Shri Navin Kumar Nayan [DP/AIGETOA] and Shri Manish Kumar Mishra [DS/AIGETOA], who deserve credit to organise this mass movement in association with other fellow colleagues and sister associations/unions at Darbhanga. This unity & courage gives us ammunition to fight for your right & suppression always. Reckless decision by Addl GM Darbhanga for suspension of four executives:

AIGETOA Bihar highly condemns and register strong protest against the reckless decision of additional GM Darbhanga for suspending four executives of the SSA on a flimsy ground and by breaking all the norms and regulation of BSNL HQ. We registered our strong protest and resentment to the Sr GM(HR/A) and CGMT Bihar Circle. The team lead by the Organising Sec(E)/Circle President/Circle Secretary AIGETOA Bihar and Circle Secretary AIBSNLEA Bihar met to the Sr. GM (HR/A) and CGMT Bihar immediately after the information received from Darbhanga SSA in the evening of 23-Dec'2014 and shown strong displeasure and call for immediate roll out of the order.The executives of Darbhanga SSA in a meeting decided to proceed on a mass protest w.e.f. 24-Dec'14 against injustice to the officials and various charges against the addl GM Darbhanga to inflict damage to the BSNL. A memorandum was also given by all executives of the SSA to the GMTD Darbhanga. Sri Lallan Choudhar AO(C), Sri N. Thakur SDE(G), Shri Manish Kumar Mishra (DS/AIGETOA) along with other executives of the SSA protesting against injustice under the banner of joint forum at Darbhanga.

All the three executive associations namely AIGETOA, AIBSNLEA & SNEA(I) at Patna met on 24-Dec'2014 and decided to extend full co-operation to the protesting executives at Darbhanga. A joint letter have been submitted to the CGMT to roll back the order immediately and start investigation against the Addl GM Darbhanga about the serious charges labeled against him by the Vigilance department. The charges against the Addl GM are serious and his continuation at the station may tamper the evidence and so he must be removed from Darbhanga SSA to ensure impartial probe.We appeal all executives of BSNL Bihar to maintain industrial peace and harmony and do not get agitated over the act of the Addl GM Darbhanga as the Sr. GM(HR/A) & CGMT Bihar have assured to resolve the issue on merit. Eligibility/Validation of applicants for LDCE-2015 by the Circle Office, Patna:

CS AIGETOA Bihar continuously persuaded the case of LDCE applicants with Bihar Circle administration from the start of online form by the candidates to the validation of form by Circle Office for LDCE-2015. CS/AIGETOA regularly monitored the work of validation and made necessary intervention as and when required during the period to ensure justice to one and all applicants of LDCE-2015. The cases of eligibility of JTOs of 2007 & 2008 batches were specially taken up with GM(HR/A) in the light of the guidelines/clarification of BSNL HQ and it was ensured to make all legitimate candidates eligible in according to the guidelines of BSNL HQ. All cases have been seen/verified by the circle office and validated online in accordance to the guidelines in this regard. All candidates are requested to cross check their status finally. SSA Head is not empowered to issue look after in executive cadre:

Bihar Circle issued office order regarding no power to SSA Head to give Look After arrangement in executive cadre as per the BSNL HQ instructions contained in the look after circular. The issue was first raised by the AIGETOA Bihar to the GM(HR/A) & CGMT Bihar that some SSAs are misusing the Look after arrangement and working beyond their power. We raised the matter as it came to our knowledge that the unit heads are not empowered for the order as well as they were giving the look after charge by ignoring seniority clause. The Bihar Circle withdrawn look after arrangement in the cadre of DE through its order dated 29-Nov'2014. The matter of withdrawal of DE Look after arrangement & re-issue of fresh order was discussed with the CGMT Bihar Circle on 1-Dec'2014 by Circle Secretaries of all three executives association AIGETOA, AIBSNLEA & SNEA. The sentiment of all executives was apprised to the CGMT regarding the content of the said order. Reminder issued for sending 15-point VC for JTO-SDE Look after arrangement :

Bihar Circle issued a reminder letter on 29-Nov'2014 for sending 15-point VC Proforma for issuing Look after order for JTO to SDE on local circle basis. Earlier a letter was issued on 27-Sept'2014 by Bihar Circle requesting VC Proforma of 136 JTOs to give Look after charge of SDE. But still VC of 112 JTOs are awaited from different units as attached in the reminder letter. All District Secretaries are requested to send the VC Proforma of pending cases at the earliest to issue the order at the earliest. It is worthy to intimate here that failure of same will force you to work as JTO in your unit, as SSA Head is not empowered to give look after arrangement at SSA level. BSNL HQ has given the power to issue look after arrangement only to the Circle Head i.e. CGMT. We have already taken up this matter with the CGMT Bihar and requested him to intervene and stop the violatio of Corporate order by unit head. Notification for LDCE from JTO(T) to SDE(T) for 33% Quota issued:

BSNL HQ issued notification to hold Limited Departmental Competitive Examination (LDCE) 2014 for JTO to SDE(T) Promotion under 33% quota. AIGETOA was continuously pursuing the matter with BSNL Management to hold the much awaited LDCE for SDE(T). Sri Wasi Ahmad, CS-AIGETOA Bihar has also requested CMD BSNL for the notification of LDCE during his visit to Patna on 2nd Sep'2014. After hard effort by our CHQ leaders, the vacancy upto 2013-14 has been added to extend the advantage to JTOs of upto 2008 batch. It's a best chance for BSNL Recruited JTOs to get promoted to the cadre of SDE(T) under LDCE as seniority quota (DPC) promotion to SDE(T) is very bleak for DR JTOs due to biased approached of the management as well as sister association for not preparing the All India JTO seniority list in 1:1 (between Departmental JTO & Direct Recruit JTO) fashion as per JTO RR. Meeting of AIGETOA representative with CMD BSNL at Patna:

The delegates of AIGETOA Bihar comprising Sri Wasi Ahmad Circle Secretary, Sri Amit Kumar Circle President & Sri Mukesh Kumar Org Secretary (E) CHQ met with the CMD BSNL on his visit to Patna on 2nd September’2014. It was an interactive session which lasted for more than an hour. The CGMT, Sr. GM(HR/Admin) & GM(Finance) were other participants from the management side. The meeting was also attended by representatives of other associations & unions. The discussion was held on various HR issues of employees as well as condition of BSNL in detail. The CMD was apprised about the importance of the HR issues and its relation with motivation of the executives. The CMD told that the issues are already under serious discussion with the leadership AIGETOA CHQ & other Associations/Unions.  The top HR issues under discussion are E2/E3 Scale with Pay parity to executives recruited after 01-01-2007, 30% Superannuation Benefits to BSNL recruited, CPSU Cadre Hierarchy, JTO to SDE promotion through LDCE/DPC. On the query of LDCE, he clearly replied that the notification for LDCE will be released very soon (Sep'14) and vacancies upto 2013-14 will be taken into consideration. AIGETOA submitted a joint memorandum with AIBSNLEA to the CMD and once again requested for the resolution of the basic HR issues immediately, as they are linked with the growth of the company. A detaild discussion was also held about the measures for the growth of BSNL. The CMD called all employees to work for increase in Revenue to the BSNL, Improved Service Quality & Customer Satisfaction. Sri Wasi Ahmad CS/AIGETOA has requested the Circle management for arranging a meeting with respected CMD BSNL on his visit to Patna. Accordingly, AIGETOA has been allotteed a slot to meet the CMD on 2-Sep'2014 at 15:00 Hrs with 1-2 delegates. We are looking forward to apprised the CMD on our basic issues and it's importance for the BSNL recruited executives and their role in the revival of BSNL. Sri Amit Kumar CP, Sri Wasi Ahmad CS & Sri Mukesh Kumar OS(E) are expected to attend the meet. Today, Sri Wasi Ahmad CS/AIGETOA, attended the "Hindi Pakhwar" inaugral function done by Hon'ble CMD BSNL on the invitation of the Circle Management. It was very first time in Bihar Circle that the CMD/BSNL has inaugrated this function. It was well organised by our Hindi Section and Mr. Harsh desrves a credit for the same. .Honb'le Ernakulat CAT hearing on 23-aug'14 for 1:1 seniority in DPC:

 .

Today, Sri Wasi Ahmad CS/AIGETOA spoken to CP/AIGETOA Kerala and discussed in length about the Honb'le Ernakulam CAT Case files by DRs of Kerala for fixation of seniority list of JTO in 1:1 quota for the proposed DPC of JTO to SDE. He is one of the leader, under whose supervision the case is being followed in Kerala Circle. Bihar Circle vows to support our fellow DRs of Kerala Circle in all respect in the fight for the cause of DRs. We have taken the similar DoP&T matter with the Bihar Circle Management in 2010-11 for framing of JTO Circle Gradation List in accordance with DoPT. We made all efforts to send the list as per above rules and hence the list was delayed for a considerable period.

Now, we will have to start it afresh to get the justice for all DRs, otherwise we will suffer always. A gathering will be held shortly in this regard to explain various points of the guidelines and seek support from all DRs for it's implementation.

At the same time we will also emphasize our CHQ to take up the matter with BSNL Corporate Office regarding applicability of 1:1 fixation as well as DoP&T guidelines implementation for jto to sde DPC as well as announcement of LDCE in accordance with Chandigarh CAT judgment for year wise vacancy. The issue for single paper with revised syllabus has already been acceded by the management and it is in the final stage of approval, so we should take all efforts to ensure holding of LDCE at the earliest. A detail discussion & decision is expected in CWC Hyderabad on DPC on the line of appeal filed in Honb'le Ernakulam CAT and holding of LDCE in the line of Honb'le Chandigarh CAT. The AIGETOA CWC at Hyderabad on 22-23 Aug'14 is expected to bring some concrete roadmap for the realisation of long pending issues of Pay Scale, loss of pay for 07/08 batches, DPC, LDCE, Superannuation Benefit to DRs, CPSU Hierarchy, Separate Recognition for DRs through AIGETOA without going into membership verification etc. All DRs are requested to have faith in the organisation and do not mislead by rumors. United we will stand but divided we will fall....

.CS/AIGETOA writes to the Sr. GM/ETR Bihar to resolve pending issues:

Today, Sri Wasi Ahmad CS/AIGETOA taken up the matter of pending IDA up-gradation cases of 2007 & 2008 batch JTOs posted in ETR Bihar. As Bihar Circle has already started providing first IDA up-gradation to 2007/08 batches JTOs according to the order of BSNL HQ, ETR should also issue the order without further delay. Also, the issues of digital signature, anomaly in pension part of EPF contribution & allotment of UAN Number were also taken up for its resolution on priority in the light of recent guidelines of EPFO & BSNL HQ, Delhi. A copy of the letter has also been sent to the CGMT/ETR Kolkata for needful.We will wait for 1-2 weeks for the issues to be resolved, otherwise seek other remedial measures. We can't be a mute spectator against the injustice to our DRs fellows in Bihar Circle.

First, we extended our thanks to the Sr. GM for issuing SDE seniority list, one of the demand of our association raised in July'2014. Then, following issues were discussed in length. .

1. Immediate settlement of intra-circle request transfer in JTO/SDE Cadre.2. Immediate issue of Rule-8 inter circle transfer cases of Bihar Circle.3. .Allotment of UAN (Universal Account Number) by EPFO:

EPFO has launched a Universal Account Number (UAN) driven Member Portal to provide a number of facilities to its members through a single window. Member has to activate his/her registration to avail various facilities such as UAN card download, member passbook download, updation of KYC information, listing all his/her member ids to UAN, file and view transfer claim. As of now, only active members, for whom employer has uploaded the Electronic Challan-cum-Return for the  wage month of Jan 2014 onwards (who have been allotted UAN) would be able to register themselves on UAN driven Member Portal. For registration, member has to obtain UAN from his/her employer alongwith member ID. Member’s mobile number would be required to activate registration.

District Secretaries should act on the same in their respective District for early submission of KYC details and early circulation of UAN.

Our Cirlce Secretary AIGETOA Bihar, Sri Wasi Ahmad continious pursuasion with Circle Administration for advance process of IDA Upgradation as per BSNL HQ guidelines has finally been agreed. Bihar Circle issued letter to all SSAs/Units to send the requisite details of all executives whose IDA Upgradation cases maturing till 31-December'2014. It will remove the hardship suffered by the executives due to delayed process of upgradation cases by the Circle Office. Sri Amit Kumar Circle VP(HQ) is suffering with serious ailment and he has flown to Medanta Gurgaon by Air Ambulance on 11-June for specialised treatment. All employees of BSNL, specially members of AIGETOA are requested to pray for his early recovery. AIGETOA Bihar extends its heartiest gratitude to all those, who shown help & solidarity with the family in this hour of crisis. Friends, we run the association, not only for the service matters but for making strong personal bond among ourselves to share each other happiness as well as pain/hardship. This needs to be continued in future also so that none of our family members should feel alone in hour of crisis as we have shown today.

The delegates of AIGETOA Bihar met to Shri Ravi Shankar Prasad ji, Hon’ble Minister of Telecommunication & IT on 8th June’2014 (Sunday) at his Patna residence on his first visit to Bihar after assuming charge of the ministry. AIGETOA Bihar felicitated the Hon’ble Minister Shri Ravi Shankar Prasad ji with beautiful flower bouquet and a shawl to honour his appointment as MoC in the Government of India, who basically hails from our own state of Bihar.  He thanked for the love & respect showered by the association on his first visit to Bihar. .IMMEDIATE SUBMISSION OF APR & VC FOR JTO TO SDE(R) PROMOTION:

Bihar Circle has to send APR (Annual Property Return) and VC Performa (15-Point) of eligible JTOs of Bihar Circle for holding DPC for promotion to the grade of SDE(T) under seniority cum fitness quota by BSNL HQ, New Delhi. The Circle Office Patna has communicated with all SSAs/Units to send the above details of the eligible JTOs, but still many cases have not been received by the office. The Circle Office Patna has provided an updated pending list for the eligible JTOs, whose documents have not been received till 28-May'2014.All DS/AIGETOA as well as respective JTOs are once again requested to arrange to send the pending documents as per the list immediately to the DGM(Admin) Circle Office, Patna. In case of non-receiving of the requisite documents of pending cases, complete cases may be forwarded to Corporate Office New Delhi after waiting for a reasonable time. So, the respective unit will be held responsible in case of left out chances. A list of officers whose APR/VC Performa are still pending is attached here with for the reference.

BSNL HQ New Delhi is in process of preparing of seniority list of SDE(T) promoted to the grade in BSNL after its formulation. It has circulated a letter with list of the SDE(T) who got promoted in LDCE-2007 with relevant details to call for error & omission. AIGETOA Bihar meeting with CGMT Bihar Circle:The delegation of AIGETOA Bihar under leadership of Circle Secretary Sri Wasi Ahmad alongwith Sri Mukesh Kumar Org Sec(East), Sri Amit Kumar Circle President and Sri Prakash Shanker ACS met to Sri S.S. Choudhary CGMT Bihar Circle and apprised about the issues/difficulties being faced by JTOs/SDEs of Bihar Circle. It was highlighted to the CGMT that how the basic issues of EPF, Up-gradation, confirmation, request transfer, basic amenities at work place are ignored for the JTO/SDE cadre in Bihar Circle. The meeting lasted for about 45 minutes and discussion on several HR issues along with the operational issues of the Circle was deliberated in detail. The CGMT shown special concern on anomalies of EPF and assured to take up with finance wing and regarding issues related to HR, he assured for suitable direction to Sr. GM(HR/Admin). The CGMT was also very concern on the poor health of the Circle and lagging behind of Bihar to other Circles. He also requested us to motivate/encourage all employees to give their 100% to BSNL to turn around fortune of the Circle. Farooqui. The Meeting lasted for around 20 minutes. All the issues in respect of direct recruits were explained in detail and requested to consider the welfare of around 12000 executives and 20000 non-executives, directly recruited by BSNL also while taking any policy decision. Secretary (DoT) assured to look into the issues and direct the BSNL management to resolve the issues on merit. Secretary (DoT) also advised us to not to adopt the path of agitation as company is passing through a tough and critical situation. He advised to resolve the genuine grievances through amicable means. We explained to Secretary DoT that the direct recruits are covered with certain deferent sets of benefits but they are not being offered formal platform so that issues can be resolved on merit. The continued ignorance and apathy forces us to adopt the path of agitation. Secretary DOT conveyed that although he would not like to interfere in day to day working of BSNL but he will definitely convey BSNL management to take up the issues of direct recruits on priority basis.After meeting with Secretary DOT, representatives met Addl Secretary Smt Rita teaotia who is directly looking into the various issues of BSNL. She spared sufficient time of about 40 minutes for us where each and every issue was discussed in detail. She was quite convinced with our submission on every issue and assured us to look into the issues for early resolution.In the meanwhile GS shri Ravi Shil Verma along with AGS Amit Roy, CS HP Shri Ajit Kumar and CP HP Shri Chander Singh met the members of the Higher Level Committee in the chamber of the ED (finance) where 1st meeting of the HLC was being convened. GS explained the committee members regarding both the issues in detail, the reasons for the unrest amongst the direct recruits, the expectations from the committee members, the DPE guidelines those are being ignored for direct recruits and the situation that other set of executives and non-executives have been given their dues without bothering for financial implications. The Higher Level Committee has called us for a formal presentation over the issues on Thursday, the 27th February 2014.

HLC FORMED BY BSNL MANAGEMENT - THE COURSE OF ACTION TO BE FOLLOWED BY ALL THE MEMBERS:

It is to clarify that the members should not be confused about Higher Level Committee formed by BSNL management. This is just a step taken by BSNL management under pressure but without any commitment and cannot be a reason to conclude. Moreover there are some more issues like Uniform Time Bound upgradation, CPSE Hierarchy, EPF Contribution for training period, Separate Recognition to AIGETOA and Enquiry on Mass and random Transfer posting on which there is no resolution so far. So this association has decided to intensify the agitation program.

BSNL Management has been conveying to different authorities that only small group of AIGETOA is agitating and most of the direct recruits are satisfied. It is high time to show that all the direct recruits are not satisfied and participating in ongoing agitation. All direct recruits of BSNL, irrespective of unions and associations, are requested to apply leave for 20th Feb & 21st Feb-2014 en-masse and reach Delhi by 20th Feb-2014 morning. Hence, everybody should participate in full strength.

Members are requested to ignore all the rumors and follow the call of CHQ in totality and by all Direct Recruits.

DAY LONG DHARNA AT CIRCLE OFFICE, PATNA:

A Day Long Dharna was held at Circle Head Quarter at Patna on 17-Feb'14. The Executives of Mobile/ Circle/ PTD/ ETP/ ETR/ T&D/ Elect/ Civil participated in the protest. The dharna was held to highlight the resentment among executives of BSNL due to complete negligence & discrimination of Direct Recruit Employees by the BSNL Management. The day long dharna is also going on in all SSAs of Bihar Circle and it has been reported by almost all District Secretaries that DRs are participating in the dharna at SSA HQs in full strength. In the meantime, about 700-800 Executives are also protesting at Delhi in the ongoing agitation program. A series of meetings are also going on between the agitating AIGETOA and BSNL management to resolve the issues but they are remain in-conclusive till yesterday night. UPDATE ON AIGETOA MEETING WITH CMD ON 11-FEB-14:

date 11th Feb 2014 GS, President and AGS met CMD BSNL at around 17:30 hrs, Director (HR) and GM (SR) were also present in the meeting. The Meeting  lasted for around 2 hours and was held in a very amicable and logical manner. Mainly, Pay Scale issue of Direct Recruit JTO/JAO and Pay Parity issue of executives recruited after 01.01.2007 was discussed in detail. The association side presented the injustice meted to the Direct recruits in regard to the Pay Scale and Pay Parity with concrete documents and evidences. CMD and Director (HR)  were quite receptive and sympathetic to our convincing arguments on the pay scale issue. Meeting is expected to be continued today also for getting some resolutions.There is a formal appointment with Honorable MOC Sh Kapil Sibal Ji at 17:10 Hrs at his residence. Our CHQ representatives have prepared the comprehensive memorandum to be submitted to Honorable MOC. We are quite hopeful for his active intervention in resolving our all the issues in totality.

Indefinite hunger fast has started today at Jantar Mantar New Delhi from 10:00 hrs. Members are requested to please be united and follow the call of the association because now we are on the right track and hope our resentment in the field will take us to the resolution of the issues.

AUDIO-CONFERENCE OF CIRCLE EXECUTIVE BODY, BIHAR:

An audio conference of Circle Executive Body Bihar held on 11-Feb'2014 to assess the implementation of CHQ call and follwoing decisions were taken. It is important to mention here that the fight is yours and so you will have to support the cause and ensure your active participation to get the justice.

1. All members should apply EL/Medical online on HR-Module for one week w.e.f. 12-Feb'14. 2. All members will abstain from duty during the leave period to register their protest.3. All SSA/Units will send volunteers to Delhi to participate in the Dharna. The volunteers will be reimbursed the Sleeper Class fare with daily allowance of Rs. 300/- for expenditure from circle fund on the forwarding/approval of case by respective DS after return of journey. 4. All DS will collect Rs. 500/- towards agitation to meet out the above expenditure of travelling of volunteers and deposit to the circle account by 20-Feb'14. This will be in addition to the monthly memebrship fee.

INDEFINITE HUNGER FAST BY AIGETOA AT NEW DELHI:

GS, President and AGS of AIGETOA CHQ met some of the committee members and tried to get the status in regard to the development of the issues on 10th Feb’14 (Monday). It is learnt that committee members have maintained their stand but final decision is pending before CMD BSNL. CHQ could not meet CMD BSNL today due to his busy schedule in DOT. After that CHQ and Circle representatives met and discussed the development & future course of action.It has been unanimously decided that President Shri R. P. Shahu and some CHQ representatives along with other volunteers will sit on hunger fast from 12/02/2014 at Jantar Mantar New Delhi. Some committees have also been formed to make arrangements for the same. The DRs of Bihar Circle are also requested to show their presence by participating in the "Fight 4 Right" at Delhi Hunger Fast.

It has also been also decided that every direct recruits must leave the office from 12/02/2013 onwards and maximum number of members shall reach Jantar Mantar New Delhi by morning of 12/02/2013. MEETING OF AIGETOA WITH CMD ON DRs ISSUES & NOTICE:

In response to agitation notice a meeting was held on 31st Jan-2014 under the chairmanship of CMD BSNL wherein management desired some more time of 7 to 15 days to take final call on the issues. Click here for the Record of DiscussionIt is also asked by CMD BSNL to submit the points where wrong implementation of 2nd PRC has taken place and other injustice meted out to the direct recruits. He has assured to take corrective action within 7 to 15 days. In response to the outcome of the said meeting and appeal from BSNL management, core committee of AIGETOA CHQ has decided to honor the word of CMD BSNL but at the same time we cannot stop our protest mere on assurance as BSNL management has already breached such commitments and assurances several times in the past. We will carry our protest as follows:

  • CHQ members and some other volunteers will sit on indefinite day long hunger fast at BSNL Corporate office from 3rd Feb-2014 as symbolic protest to keep reminding management about its commitment. All CHQ office bearers and volunteers are requested to reach BSNL CO.While sitting on protest at BSNL CO we shall try to keep good image of BSNL and even do all the activities in the interest of BSNL like marketing of BSNL products, displaying BSNL banners etc. If yet management does not allow us to observe such positive protest at BSNL CO and forcing us to push out from BSNL premises, we will sit on indefinite hunger fast from the same day either at CMD residence or at MOC.
  • All other members shall perform their duties and give extra hours to the company as our Board of Directors have committed to work hard for resolution of our issues in time bound manner but at the same time members shall wear the badges of protest and meet to SSA and circle heads on daily basis to ensure that their protest is being appraised to CMD BSNL.

Another discrimination of DR JTO/SDE by BSNL Management :

.

The BSNLMS RR 2009 is again amended to discriminate the BSNL Recruited Executives. In the recently issued order, under the influence of other associations, it has been decided by BSNL management to increase the quota of regular STS Promotion under "SENIORITY CUM FITNESS" from earlier 50% to 75% and decrease the MT(competitive) quota from earlier 50% to 25% and continued MT(External) provisions with MT(Internal). On one side, we DRs are suffering in all ways by the biased attitude of management and others are celebrating. Either it is the new draft of JTO RR-2014 (where scale was downgraded to E1 & Qualification was compromised to MSC) or revised MSRR order (where our right was encrotched by reducing our post from 1325 to 663), all are pushing us further down and dampening the pay, careers & motivation of DRs in BSNL, where as all benefits are being extended to other set of people in the same organisation. Where is the Justice???? Where is the so called champion of Massiah of DRs? Definitely, we will have to fight our self for our rights, others can't do justice!!

Suggestions from AIGETOA Members regarding draft of JTO RR-2014:

.

The Draft RR for JTOs have been issued by Establishment cell of BSNL CO. CHQ is in the process of preparing the comments of AIGETOA and the same will be submitted in due course of time. Any suggestions from members in this regard are welcome at chqaigetoa@gmail.com & at aigetoabh@gmail.com. These RR have taken us back to history when something similar happened to the first batch of direct recruits when Pay Scale of E1A was given in place of E2, just to compensate for the pension contribution. At that time also similar type of things may have occurred for which all the DRs are still paying the price. However, since amends have been made and we sincerely hope that at least this time there is an amount of seriousness and sincerity in their thoughts. If they have made a promise to fight the sinister designs, lock stock and barrel, we definitely hope for the same and welcome the approach. However, we still are waiting for the agitation program which was to be announced after their CWC, if it comes we will definitely support it whole heartedly because for us the result matters and not that that who did it.

ACTIVITIES TO BE PERFORMED AT SSA/UNITS LEVEL:

All District Secretaries are requested to held a general body meeting in their SSA/Unit before 25th Jan-2014 as requested earlier and enlighten the members about the need of proposed hunger fast to be observed at Delhi. Following actions has to be performed by SSA/UNIT and its decision has to be taken in the general body meet:..1. Holding of General Body Meet and providing awareness about memorandum to each members of SSA/Unit. Activity to be monitored by Sri D.C. Das (ACS), Sri N. Nagmani (ACS), Sri Prakash Shanker (ACS), Sri Shahzad A. Gaffari (ACS), Sri Amit Kumar (VP-HQ) & Sri Amit Kumar (VP-Org). 2. The memorandum has to be signed by all members of SSA/Units and the District Secretaries are requested to send the original signed copy to the Prime Minister of India. Xerox signed copy has to be sent to all dignitaries as given in the memorandum. The signed scan copy of the same has to be mailed at "chqaigetoa@gmail.com" & "aigetoabh@gmail.com". Activity to be monitored by Circle Secretary & Circle President Bihar. 3. As our CHQ leaders are going to sit on fast from 3rd Feb-2014 at BSNL CO New Delhi, the SSAs/Units are called to send Minimum one volunteer from each SSA/Unit (Big SSA/Unit: 1 volunteer per 15 members) to join them to show solidatory from Bihar. Activity to be monitored by CS, CP, VP(HQ) & VP(Org).4. Collection of membership subscriptions from Sep'13 to Dec'13 & deposit to the Circle Account by 31st Jan-2014 without fail. AIGETOA decided to protest against non-resolution of issues:

.

As resolved in CEC held on 28th and 29th Dec-20013 Association will restore it’s protest against breach of trust and non resolution of the issues mentioned in the record of discussion issued by SR Cell of BSNL CO vide it’s letter F. No. 31-4/SR/2013 dated 8th Aug-2013. Formal notice will be served on Monday i.e. 13th Jan-2014.

Agitational program will be as follow:

  • 20th Jan-14 to 25th Jan-14: Sending memorandum to various authorities in respect of our issues.
  • 3rd Feb-14 onwards:- Indefinite hunger fast by office bearers of AIGETOA CHQ and other volunteer members at BSNL CO New Delhi.3rd Feb-14 onwards:- Wearing bagdes of protest & day long hunger fast by general members of this association at their working place.
  • 10th Feb-14 onwards: Mass indefinite hunger strike by all members till resolution of the issues at Jantar Mantar New Delhi.

All the District Representatives are requested to start marathon campaigning by holding general body meetings their SSA before 20th Jan-2014 and motivate members to be the part of this agitation. Circle Office Bearers will also visit different SSAs and specially on request by specific DS to garner support of memebrs. GS and President along with other CHQ office bearers will start campaigning after 20th Jan-2014 by visiting the major and important circles like Bangalore, Pune, Hyderabad, Kolkata, Chandigarh etc.

BSNL Notified Rules for Membership Verification for Executives:

BSNL Corporate Office notified the rules for membership verification among Executives Associations in BSNL. This was awaited since long as no membership verification for Executives could happen in BSNL since its inception on 1st Oct'2000. Major points of the Rule are as follows:

.

    • The Rules may be called BSNL (Recognition of Executives' Association) Rule, 2014BSNL shall have only one representative association of executives which gets majority votes in the membership verification subject to minimum of 35% membership of total votes of the working executives in BSNL.Further, any participating association other than majority representative association, which gets second majority votes and not less than 15% votes of the total working executives in BSNL, will be given the status of a ‘Support' association.
    • In the unlikely case where none of the Associations gets the minimum eligibility %age of 35% to qualify as majority representative association, in that event all Associations crossing 15% of total votes would be given the status of Support association till fresh verification is conducted.

    The Policy may have some flaws, which needs to be studied carefully and responded at proper platform.     BSNL CO issued notice regarding the meeting with the representatives of staff Associations/Unions on the issue related to provisions of superannuation benefits to BSNL recruited employees as per DPE guidelines. Our GS Shri Ravi Shil Verma has been invited from AIGETOA to attend the meeting and put his point on behalf of Direct Recruit Fraternity of BSNL. CS/AIGETOA Bihar has spoken to the CS/AIBSNLEA Bihar in this regard and requested to apprise his CHQ to plea strongly for 30% superannuation benefits to the BSNL Recruited Employees in the meeting.     United Forum of Executive Assns sumitted Memorandum to CMD/BSNL:

    .

    United Forum of BSNL Executives' Association [AIBSNLEA+AIGETOA+SNEA] writes to Shri R K Upadhyay, CMD BSNL regarding non-resolution of long pending HR issues of BSNL Executives' and breach of agreement reached between the United Forum of BSNL Executives' Association and BSNL Management leading to large scale resentment and demotivation among the Executives liable to retard the growth of the Company. The major issues taken up in the letter are:

    .

    1. The introduction of E-2 and E-3 pay scales for JTOs and SDEs Equivalent

    2. Implementation of PSU cadre hierarchy vis-a-vis the present setup in BSNL

    .

    The intermediate pay scales of E1A and E2A proposed by BSNL Management for the JTO/JAO and SDE/AO equivalent cadres were repeatedly rejected by the DoT. The DPE has time and again instructed all the CPSUs to switch over to the standard pay scales instead of intermediate pay scales, declared by some PSUs on implementation of the 2nd PRC. The last reminder in this respect was issued by DPE in its OM dated 24.12.2012, much after the constitution of the Joint Committee. All other PSUs like BHEL, NTPC and ONGC, with intermediate pay scales earlier as in BSNL, have since switched over to the next higher standard pay scales w.e.f. 01.01.2007 based on the guidelines of DPE Govt of India.
    The 2nd PRC report has been implemented in BSNL w.e.f. 01.01.2007. Non-finalization of the standard pay scales for JTO/JAO, SDE/AO and equivalent cadres even after a substantial lapse of 7 years has caused an anomalous situation in BSNL since the Time Bound promotions could not be implemented in its true spirit, after 01.01.2007 for want of finalization of the pay scales of JTO/JAOs recruited after 01.01.2007. Today these Executives face a huge difference in pay compared to their counter parts recruited prior to 01.01.2007.

    Any further negligence and delay in resolving the above issues will force the United Forum on the path of agitation again to resolve the issues in the larger interest of cadre.

    IDA Rate will increase by 5% from January 2014 for PSU Employees:

    The IDA w.e.f. 01-January-2014 has been increased by 5.0% i.e  from 85.5% to 90.5% depends upon the Average All India Consumer Price Index Number for the months September-2013, October-2013 & November-2013.

    Meeting with GM(Finance)

    A meeting of Circle Sec of all three Executives Assns [AIGETOA+AIBSNLEA+SNEA] held with GM(Finance) Circle Office Patna on 13th April’16 regarding deduction of monthly membership subscription from salary through ERP and discussion also held on the EPF related issues.  It has been mutually agreed by all CSs that the monthly subscription of membership may be deducted from salary of the executives through ERP. The District Secretary should be collect the declaration form from the members and submit to AO(Cash) of concerned SSA/Unit with proper filled/endorsement. This process must be completed before21-April, so that subscription may start deducting from the month of April'2016. Following details to be filled up in the declaration form for our association.

Further, this New Year will be seen as an opportunity for BSNL Parivar to turn around the company from the dismal performance to a respectable status. But the senior management will have to understand that a war can’t be won with a demoralized & frustrated army. The foremost cadres of DR JTOs/SDEs of BSNL are seriously demoralized due to complete absence of any care for their rights, dues & aspiration from top management. This is a suicidal situation and needs immediate attention to check further erosion of confidence from this young & talented group of people. On this New Year we wish that a better sense will prevail and the new dawn will bring hope & care for all.
